Incident Report:

April 10 about 7:19 p.m. LCSO responded to a location in Ludlow on a domestic violence report.  Investigation led to officers checking another home for the suspect but were unable to locate that person.  A short while later deputies were summoned back for additional issues.  A vehicle chase took place and the vehicle was finally halted in Caldwell County and deputies arrested Brandon Lee Farris, 28, Ludlow, for alleged Domestic Assault.  Mr. Farris was transported to Daviess Dekalb Regional Jail on April 10 and released on ROR bond April 18, 2022.

April 11 at 4:48 a.m. LCSO responded to a rural location on a reported death at home.  The preliminary investigation shows natural causes for the elderly male.  Our thoughts and prayers remain with the family and loved ones.

April 13 LCSO investigated animal neglect/abuse complaint near the east city limits with Chillicothe.  Multiple people were interviewed and the scene checked.  The animals are in good health and being taken care of.  Nothing criminal was taking place.

April 14 LCSO began investigation of fraud involving a local resident bank account being accessed and items ordered for pickup in New York.  Investigation continues.

April 14 LCSO completed an investigation of alleged making a false report to law enforcement.  The LCSO also made a hotline call to Children's Division due to concerns for a child in the home.

April 15 about 4:50 p.m. LCSO began investigation into theft of a purse and wallet from a vehicle in Chula.  Theft included personal identification, personal items, some cash and a debit card.  Investigation continues.

April 18 LCSO responded to a location north and west of Chillicothe per report of a suicidal person with access to firearms.  Interviews took place and it was determined the person was only frustrated and another person had made the report.  CIT report made and additional services offered.

April 18 LCSO investigated an unattended death of a person north west of Chillicothe.  Preliminary investigation suggests natural causes.  Our thoughts and prayers remain with the family and friends.

LCSO is actively investigating a sex offender who has allegedly failed to register as an offender in Livingston County.  The morning of April 20 we were able to get this person to register and learned he is now living in Linn County.  The registration was completed and forwarded to that office for additional registration.  The case file is being submitted to the prosecuting attorney for consideration.

Arrested April 07:

Joseph Brett Murphy, 39, Lexington, was arrested by LCSO on April 7 on Livingston County arrest warrant 21LV-CR00570-01 for alleged class E felony Driving While Revoked/Suspended.  Mr. Murphy was released on bond.

 

Other Arrests:

April 07 about 11:01 p.m. a deputy made a vehicle stop for no license plates and subsequently arrested Steven Michael Baker, 23, Chillicothe on a Chillicothe Municipal arrest warrant for alleged Failure to Appear in Court on an original citation for expired plates.  Mr. Baker posted the $90 bond and was released with a new court date.

April 07 LCSO arrested Tyler Gene Harper, 29, Kirksville on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance.  The warrant lists alleged violations of probation being Condition #1 LAWS; for allegedly committing offense of Driving While Revoked.  Condition #6, DRUGS; for allegedly testing positive for methamphetamine and amphetamine.  Mr. Harper was transferred to DDRJ in lieu of $20,000 bond.

April 07 LCSO served 3 Livingston County arrest warrants on William Dean Gardner Jr., 58, Wheeling.  Two warrants were for alleged class E felony Failure to Register as a Sex Offender and one warrant for alleged class D felony of Forgery.   Mr. Gardner was transferred to DDRJ in lieu of bond.

April 07 LCSO served a Livingston County arrest warrant on Katie Amanda Rice, 28, Kirksville for alleged class D felony Possession of Controlled Substance.  Ms. Rice was transferred to DDRJ in lieu of $20,000 bond.

April 07 LCSO arrested Jesse Jay Deshazier, 41, Chillicothe, on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class C felony Delivery of Controlled Substance.  Mr. Deshazier was transferred to DDRJ in lieu of $20,000 bond.

April 07 LCSO arrested Nora Pearl Evans, 52, Wheeling, on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance.  Ms. Evans was transferred to DDRJ in lieu of $20,000 bond.

April 07 LCSO arrested Joseph Brett Murphy,39, Lexington, on Livingston County arrest warrant for alleged class E felony Driving While Revoked/Suspended.  Mr. Murphy was processed at the Law Enforcement Center and released on bond pending next Court appearance.

 

Citations:

April 12 at 8:15 a.m. a Meadville driver was cited for 80 in a 55 on Route V and East Street.

April 14 at 8:23 p.m. a Higginsville driver was cited for 86 in a 65 on U.S. 36 at Mooresville.

April 19 at 5:10 p.m. a Washington State driver was cited for 85 in a 65 on U.S. 36 near Utica.

 

Additional Information:

April 07 LCSO had a very busy day with Circuit Criminal Law day, we had 14 detainees attend from the jail and deputies took an additional 8 people into custody.  We had several that appears in court who were ordered to be fingerprinted and processed at the Law Enforcement Center.  Court last even after normal business hours until close to 6:00 p.m.  It was a very long day for all involved.

In the last month of so the LCSO was involved in a prisoner transport and the person under arrest was reportedly coming down from Fentanyl and had been medically cleared for confinement.  The prisoner ended up being a significant problem for our transport officer, was kicking the doors, and trying to get out of transport restraints.

Removed Eric Nelson McKinney, 45, from the LCSO Sex Offenders Registration as he is now in the Missouri Department of Corrections.  Mr. Nelson had originally registered with this office under false pretense he was living in northwest Livingston County but was staying at unknown locations. 

April 12 Deputy Jennifer Plummer attended the Utica Town meeting where area information was exchanged.

April 13 Chief Deputy Michael Claypole attended the Wheeling Town meeting where area information was exchanged.

April 19 LCSO conducted a well-being check on an adult in Dawn.

Currently the LCSO has 44 people in custody.

Recently LCSO notified an area funeral home they are not permitted to display emergency red or blue lights while leading a funeral procession as that violates emergency vehicle statutes.
