Incident Reports:

March 29 a Texas driver was stopped on U.S. 36 for 89 in a 65.  The vehicle smelled of marijuana and the driver was not medical marijuana compliant.  The driver turned over two bags of the drug and was issued citation for the speeding violation and fortunately was not impaired.

April 23 LCSO began investigation of burglary, stealing and property damage to an unoccupied home in the Dawn area.  Investigation is continuing.

April 24 LCSO responded to a location on LIV 239 about an intoxicated and bleeding adult male who arrived improperly dressed and asking for help.  Chillicothe Department of Emergency Services and MSHP arrived to assist.  The male was transferred to HMC for possible treatment and investigation showed an altercation originated at a location in Chillicothe and the man had fled from that home.  Assisted Chillicothe PD with the investigation.

April 25 LCSO began investigation where a criminal stole the catalytic converter from a parked church van in Utica.  Investigation shows the suspect was wearing gloves and the investigation continues.

April 25 about 11:34 p.m. LCSO investigated the death of an elderly female in the 1000 block of LIV 418.  Preliminary investigation suggests the person passed from natural causes.  The body was released to the deputy coroner.

April 27 LCSO completed an incident report on a person failing to appear in court on 2 felony allegations of Burglary and Driving While Revoked.  The report has been submitted to the prosecuting attorney seeking additional charge on the suspect.

April 27 evening LCSO responded to possible burglary in progress in Wheeling.  Investigation resulted in deputies finding one suspect in Chillicothe and recovering some property from a vehicle.  Deputies later located another vehicle and occupants were also allegedly involved in the crime and additional stolen property recovered from that vehicle.  All juveniles were detained and taken to the Law Enforcement Center where parents and juvenile officer were notified and arrived.  Much of the property has been returned to the owner.  Drugs and drug paraphernalia were also discovered on one juvenile.   The matter is in the juvenile office now.  Chillicothe PD assisted with the stop and transports in Chillicothe.

April 27 LCSO completed an incident report on a Wheeling man who allegedly failed to appear in Court on a felony charge.  We are seeking an additional felony charge of Failure to Appear in Court.

April 28 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office.  An investigation took place after school official(s) discovered a juvenile student in possession of marijuana and drug paraphernalia.  A second juvenile was reportedly caught at home with marijuana prior to this and requested the first juvenile hold the drugs.  Parent(s), School Officials and Juvenile Office are now involved.

April 28 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office regarding a disruptive student at Chillicothe High School.  A school official summoned Deputy Lewis due to having problems with a very disruptive student screaming and cussing on school property.  Neither the school official nor Deputy Lewis were able to calm the juvenile student and the juvenile was subsequently arrested and reportedly resisted that arrest, had to be handcuffed and transported to the Law Enforcement Center.  School Officials, Parent and Juvenile Office are now involved in the situation.

April 30 about 10:34 a.m. LCSO began working a rural residence burglary on LIV 447.  Investigation shows forced entry through a window was made and firearms, ammunition and possible other property was stolen from the home.  Evidence has been collected and investigation continuing.

May 02 LCSO received a toxicology and autopsy report on a death investigation from March 02.  The report shows the adult female died from fentanyl overdose.  Investigation continues.

 

Most Wanted Updates:

Added May 04, 2022:

Drayton Lee Williams, 26, Buckner, wanted on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class D felony Tampering with Motor Vehicle-1st degree.  Bond set at $20,000 on case #21LV-CR00648-01.  LCSO Jail Management records show Mr. Williams was in our custody December 21, 2021 until February 25, 2022 when he was released on bond.  The warrant does not list the alleged bond violation(s).

William Russel Helm, 45, unknown location, wanted on Livingston County arrest warrant for alleged class E felony Failure to Register as a Sex Offender.  Bond denied by the court on case #22LV-CR00142.

Savanah Kathryn Jimenez, 32, Chillicothe, wanted on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance, class A misdemeanor Possession of Marijuana or Synthetic less than 10 grams-prior offense, and class D misdemeanor Possession of Drug Paraphernalia.  Bond set at $7,500 on case #22LV-CR00206.

Jeneva Carol Chenet, 40, Belton, wanted on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance.  Bond set at $5,000 cash on case #18LV-CR00383-01.  Also known as (AKA) Jeneva Carol Burton, Jeneva Carol Sanders, Jeneva May Chenet, and Jesse Carol Smith.  LCSO Jail Management Records show Ms. Chenet was first arrested and incarcerated on this case August 31, 2018 and released on ROR bond December 11, 2018.  A Probation Violation warrant was served on Ms. Chenet and she was incarcerated July 17 through August 07, 2019 when she was released again on probation.  Then Ms. Chenet was arrested on this case for alleged Probation Violation May 04 2020 and she was released on ROR bond May 18, 2020.  We are again searching for Ms. Chenet.

Sasha M. Campos, 42, Hale, wanted on Livingston County arrest warrant for alleged Probation Violation on original class E felony Failure to Appear in Court-Felony Violation.  Warrant shows alleged probation violation being Condition #6, DRUGS, for allegedly using amphetamines and methamphetamine.  Bond set at $20,000 on case #21LV-CR00601-01.

Adam Daniel Caudill, 35, Wheeling, wanted on Livingston County arrest warrant for alleged class D felony Failure to Appear in Court on original Stealing-$750 or more.  Bond set at $10,000 on case #22LV-CR00167.

Roger A. Harper, 42, Chillicothe, wanted on Livingston County arrest warrants for alleged class D felony Stealing $750 or more on case #21LV-CR00016-01 with bond set at $20,000 and Failure to Appear in Court on class D felony Stealing $750 or More on case #22LV-CR00140 with bond set at $10,000.

Jared Allen Johnson, 33, Braymer, wanted on Livingston County arrest warrants for alleged Failure to Appear in Court on class E felony Driving While Revoked/Suspended.  Case Number 22LV-CR00047 with bond set at $5,000 and 22LV-Cr00051 with bond set at $7,500.

Added May 05:

Jennifer Anne Hall, 41, Overland Park Kansas, wanted on Livingston County arrest warrant for alleged class A felony Murder-1st Degree.  Bond denied by the Court on case #22LV-CR00251 with warrant dated May 04, 2022.  Ms. Hall may be using the last name Semaboye and is believed to be aware of an existing arrest warrant as LCSO has agencies in Kansas and Kansas City area searching for her.

Anthony J. Brown, 47, Chillicothe is wanted on Livingston County arrest warrant for alleged class E felony Attempted Statutory Rape-2nd degree.  Bond set at $20,000 cash on case #22LV-CR00036-01.  Information shows Mr. Brown appeared in Court today (May 05) and was ordered to give a urine sample.  At some point Mr. Brown reportedly left the courthouse without permission.  Area officers are now searching for Mr. Brown.  Please call dispatch with any information at 660-646-2121.

 

Other Arrests:

April 26 LCSO and Chillicothe Police arrested Christopher Armando Moseley, 31, Chillicothe, on Livingston County arrest warrant for alleged Operating Motor Vehicle without a Valid License.  Mr. Moseley was unable to post the $200 bond and was transferred to DDRJ.

May 02 LCSO deputy made a traffic stop for expired license plates and ultimately arrested the driver, Kevin Ray Bethards, 30, Iowa on a Livingston County arrest warrant for alleged Failure to Appear in Court on class C misdemeanor Exceeded Posted Speed Limit by 11-15 miles per hour.  Mr. Bethards posted the $145 bond at the Law Enforcement Center and was released with a new court date.

May 05 LCSO arrested Karen Elda-Jane Marie Wilson, 21, Cowgill on Livingston County arrest warrant for alleged class E felony Hindering Prosecution and class D felony Stealing $750-or more.  Bond was set at $20,000 on case #21LV-CR00594-01.  Ms. Wilson was transferred to DDRJ.

 

Citations:

April 24 at 8:20 p.m. a Rose Hill Kansas driver was cited for 82 in a 65 on U.S. 36 at LIV 261.

May 05 at 12 a.m. a 17 year old Hale driver was cited for 103 in a 60 on U.S. 65 and Shoal Creek.

May 05 at 3:30 a.m. a Columbia driver was cited for 81 in a 60 on U.S. 65 at Highway JJ.

 

Additional Information:

May 03 LCSO transported 3 men to the Missouri Department of Corrections in St. Joseph.

May 04 LCSO extradited Kody Eugene Waters, 22, from the Macon County Sheriff on Livingston County arrest warrant for alleged felony Burglary allegation.  Mr. Waters was taken to DDRJ in lieu of bond.

Early morning May 06 LCSO assisted the Juvenile Office in picking up a juvenile from detention center in Kirksville and returning to Livingston County for court appearance.

May 05 LCSO had 18 detainees arrive from DDRJ to appear in Livingston County Circuit Criminal Law Day.  May other people were in attendance for court which made for a very long day.

LCSO has been very busy working on criminal and fugitive investigations, assisting other agencies, transports, civil process and recruiting/attempting to hire new employees.

Currently the LCSO has 41 people in custody.
