Incident Reports:

May 29 at 4:23 p.m. LCSO investigated a trespassing complaint in Ludlow and the matter is not criminal at it involves a property line dispute which needs a certified survey and civil court action.

May 30 at 10:09 a.m. LCSO began investigation of possible burglary and theft from an unoccupied building in Dawn.  Investigation continues.

May 30 at 6:16 p.m. LCSO investigated a report of domestic assault in the 11000 block of Old Highway 190.  The male had left the area and the female refused to cooperate with the investigation.

June 01 LCSO responded to Old Highway 190 to investigate report of a suspicious person sitting in a vehicle.  Investigation resulted in the suspect refusing to stop for the deputy.  The driver was finally halted and the 45 year old Chillicothe man was cited for Failing to Yield to an Emergency Vehicle, warned about Trespassing, and information collected for potential prosecution.

June 01 LCSO collected information on a stolen ornament from a site in the Wheeling Cemetery.  Investigation remains open.

June 04 about 5:30 p.m. LCSO was responding to a report of careless and imprudent driving in Ludlow and the only deputy on at that time was required to change response to near Wheeling to assist a MSHP Trooper with a traffic crash.  Later the deputy was required to respond to Ludlow regarding the same call and that a citizen had since confronted the side by side vehicle driver and was carrying a crow bar.  That citizen allegedly removed the vehicle key and the parties separated until the deputy was on scene.  Incident report has been completed and citation(s) being issued to the juvenile driver of the side by side vehicle and information on the alleged aggressive behaviors of the male with the crowbar who removed the vehicle key is being submitted to the prosecuting attorney for consideration.  All persons have been advised of results.

June 05 about 1:28 p.m. LCSO checked on a vehicle at the Grand River Access just south of Chillicothe and made contact with an adult.  LEC Dispatch then advised the subject was reported as suicidal LCSO assisted the male and CPD with the man to Hedrick Medical Center and other treatment facility.

June 06 morning LCSO deputy working at the courthouse dealt with a domestic disturbance which began at the courthouse over issues with a protection order.  Parties were dispersed and then we dealt with both over vehicle possession where both are listed on the title.

June 06 mid-day LCSO deputy assigned to courthouse security heard a juvenile being very loud in the juvenile office and the deputy shut the juvenile office door as this was disrupting the other offices in the building.  A short time later the same deputy heard the juvenile yelling and disrupting the entire building and saw the juvenile flee from the juvenile officers and slamming the juvenile office door.  The juvenile attempted to get past the deputy but was apprehended and had to be physically restrained because of the violent behavior, resisting, and physical threats being made to the deputy.  Courthouse employees notified dispatch our deputy was dealing with a violent and out of control person which was helpful.  Juvenile Officers handled the procedures and two LCSO deputies transported the juvenile to a facility in another town at the direction of the juvenile office. 

June 06 LCSO responded to a disturbance in Utica where two adult males were reportedly arguing.  One man was upset his Vape had been stolen from his property and believed the neighbor man had taken.  Situation resolved without further incident.

June 06 LCSO was summoned to help looking for a missing male.  Investigation resulted in locating the man who had died in a UTV accident.  Missouri State Highway Patrol investigated the accident.  Chillicothe Department of Emergency Services also assisted and the deputy coroner took custody of the deceased person.  Our thoughts and prayers remain with the family and loved ones.

June 07 LCSO investigated report of vehicle dumping dogs on a gravel road near U.S. 36 east of Chillicothe.  The vehicle was found at Walmart parking lot and the occupant had entered Walmart.  Deputies were unable to locate the person in the building and determined the person had exited another part of the store and left the property walking.  Upon locating the subject it was learned the dogs are his and he lives very close to that intersection.  The male was apparently worried about the deputies looking for him due to his license plates and driver's license being expired a few days.

LCSO has been actively working multiple other criminal and fugitive investigations.

 

Most Wanted Updates:

Arrested May 26:

Canda Beth Smith, 37, arrested by Trenton PD on Livingston County arrest warrant for alleged Failure to Appear in Court on class E felony Non-Support, Total Arrears in Excess of 12 Monthly Payments Due Under Order of Support.  Bond set at $5,000 on case #21LV-CR00021.

Arrested May 28:

Raychell Ann Vanderberg, 34, was arrested in Yuba California on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D felony Possession of Controlled Substance.  Bond set at $5,000 on case #20LV-CR00573.  Ms. Vandeberg has been on our Most Wanted list since March 04, 2021.  She will be extradited at earliest opportunity.

Arrested June 02:

Stephanie M. Masterssmith, 30, arrested by LCSO on warrant for alleged Probation Violation on original class D felony Stealing-$750 or MORE.  Bond set at $20,000 on case #19LV-CR00625-01.  Arrest warrant lists alleged probation violation(s) as Condition #1, allegedly failing to report an arrest on outstanding municipal warrant.  Condition #6, DRUGS, for allegedly using marijuana condition #11 for allegedly having contact with former co-defendant. 

Added June 03:

Cory Alan Dwyer, 44, Holts Summit MO, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D felony Possession of Controlled Substance.  Bond set at $10,000 cash on case #22LV-CR00253.  LCSO Jail Management records shows Mr. Dwyer was first arrested/incarcerated on this case May 10, 2022 and released the same date on bond.

Arrested June 03:

Stephanie Jane Johnson, 36, arrested by authorities in Mississippi on Livingston County arrest warrant for alleged Failure to Appear on original class D felony Stealing Motor Vehicle.  Bond set at $10,000 on case #20LV-CR00513.  LCSO Jail records show Ms. Johnson was incarcerated on this warrant April 24-2021 and released on bond May 11, 2021.    Ms. Johnson has been a fugitive since June 2021 and will be brought back to Livingston County once extradition process has been completed.

Heather Elise Moody, 45, arrested June 03 by Ray County authorities on Livingston County arrest warrant for alleged class D felony Stealing-$750 or MORE.  Bond set at $7,500 cash on case #22LV-CR00255.  Ms. Moody was extradited and taken to DDRJ in lieu of bond.

 

Other Arrests:

June 01 LCSO arrested Faren Danielle Evans, 31, on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance.  Ms. Evans was processed at the Law Enforcement Center and released on bond.

June 02 LCSO arrested Dezeray Nichole Merriweather, 31, on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance.  Bond set at $10,000 and Ms. Merriweather was transferred to DDRJ in lieu of bond.

June 02 about 2:25 p.m. LCSO arrested Jared Allen Johnson, 33, Braymer, on Livingston County arrest warrant for alleged class E felony Driving While Revoked/Suspended.  Mr. Johnson was transferred to DDRJ in lieu of bond.

June 05 at 2:44 p.m. LCSO stopped a vehicle on U.S. 36 and learned the argumentative passenger was wanted on a Clinton County arrest warrant.  Arrested was Dalton Robert Declue-Holt, 25, Chillicothe for alleged Failure to Appear on class A misdemeanor Violation of an Order of Protection-Adult.  The suspect was processed at the LEC and posted $500 bond and released with a new Court date.

June 06 at 1:44 p.m. LCSO made a vehicle stop on a person with a revoked driver's license on U.S. 65 at Ann Street.  Deputy arrested Quentin Blake Bassett for alleged 2nd offense Driving While Revoked.  Mr. Bassett was processed at the LEC and released on a citation.

 

Citations:

LCSO worked some traffic grant overtime that was funded through the Missouri Department of Transportation.  The primary enforcement was for aggressive and dangerous drivers on U.S. Highways.  Numerous traffic stops took place, several citations were issued and many warnings and education were given.

May 27 at 10:10 a.m. A Kansas City driver was cited for 85 in a 65 on U.S. 36 near Route CC.

May 27 at 6:10 p.m. an Illinois driver was cited for 84 in a 65 on U.S. 36 at LIV 259.

May 30 at 1:24 p.m. an Indiana driver was cited for 88 in a 65 on U.S. 36 near Mooresville.

May 30 at 2:20 p.m. a Kirkwood driver was cited for 90 in a 65 on U.S. 36 near Utica.

May 30 at 4:20 p.m. an Illinois driver was cited for 84 in a 65 on U.S. 36 at LIV 261.

June 03 a deputy was assigned traffic enforcement overtime paid through a grant from MoDOT.  During the assigned time the deputy made 17 traffic stop, issued 7 citations and many warnings for various traffic offenses. 

June 03 at 11:30 a.m. a Kansas City Kansas driver was cited for 84 in a 65 on U.S. 36 near Mooresville.

June 03 at 12:29 p.m. an Altamont driver was cited for 81 in a 65 on U.S. 36 at Mooresville.

June 03 at 12:37 p.m. a St. Joseph driver was cited for Failure to Register Motor Vehicle as they had never registered their car.  This stop was on U.S. 36 near Mooresville.

June 03 at 1:25 p.m. a Chillicothe driver was cited for Failure to Register Motor Vehicle with expired January license plates.

June 03 at 2:08 p.m. a Trenton driver was cited for a seat belt violation on Highway 190 and Liv 233.

June 03 at 3:40 p.m. a Carthage driver was cited for 83 in a 65 on U.S. 36 near Utica.

June 03 at 4:15 p.m. an Illinois driver was cited for 86 in a 65 on U.S. 36 at Mooresville.

June 06 at 8:50 a.m. a Brookfield driver was cited for No Auto Insurance after a stop on Route D and LIV 426.

 

Additional Information:

May 28 LCSO assisted the Missouri State Highway Patrol with handing the bond being posted for Melvin Ray Vines, 64, Kansas City who was arrested on four

LCSO recently received Court order to transfer one male to the Missouri Department of Corrections in St. Joseph.  Corey Meier, 47, Cameron, conviction for Harassment 1st Degree, 4 years DOC consecutive to Violation Order Protection 90 days jail (completed).  This was a change of venue from Daviess County.  Mr. Meier was transported by the LCSO to prison on May 31, 2022.

June 03 LCSO extradited Heather Moody, 45, Excelsior Springs, wanted on Livingston County arrest warrant 22LV-CR00255 for alleged felony stealing.  Ms. Moody was transferred to DDRJ in lieu of bond.

LCSO has 20 detainees appear in Circuit Court Criminal Law Day on June 02.

June 07 LCSO command staff and Deputy Sheriff/SRO Mike Lewis attended the quarterly E-911 meeting for discussion.

June 08 LCSO extradited Brent Morris, 28, Kansas City, MO from the Jackson County Sheriff on Livingston County arrest warrant #22LV-CR00131 for alleged Domestic Assault.  Mr. Morris was transferred to DDRJ in lieu of bond.

Currently the LCSO has 47 people in custody.
