Incident Reports:

June 10 LCSO began a fraud investigation where a citizen's identity was stolen.  The victim learned their identity had been compromised when they received a credit card in the mail.  The victim notified the credit company this was a fraudulent application and then learned they had other credit opened in their name.  Investigation continues.

June 13 LCSO began investigation of alleged child abuse and neglect in the southern part of the county.  Incident was a delayed report and only reported when LCSO served one person a notice of protection order.  Allegations were investigated and unfounded.  Information reported to Child Abuse Hotline as required.

June 16, Sgt. Woelfle made a car stop for a non-moving violation and during this stop investigation the sergeant discovered the Chula driver may be a victim of identity theft.  It was discovered that someone else has obtained a driver's license in Missouri under the same name, date of birth, and driver's license number but claims an address in another part of Missouri.  The Chula driver has never lived in the other area nor had a traffic citation in the Kansas City area.  Incident report generated and investigation began on identity theft.

LCSO has been investigating a theft since May 15 where the suspect was at a wedding reception and stole various gift cards.  Multiple people have been interviewed and the investigation is continuing.

LCSO has completed an investigation from earlier this year where an area resident passed away and we learned about a person who had been in the home and was allegedly unwilling to call for emergency help for person experiencing life threatening medical issue(s).  Incident report is now being submitted to the prosecution attorney for consideration.

This week LCSO deputy made a vehicle stop and that investigation led to the detention of a run-a-way juvenile.  This incident now involves the juvenile office due to alleged Resisting Arrest, Drug Paraphernalia Possession and Tampering with Physical Evidence-Methamphetamine.  Chillicothe PD assisted the LCSO on this case.

LCSO has completed a potential financial exploitation of the elderly investigation and could not establish any evidence of a criminal act.

LCSO spent significant time this week assisting the Chillicothe Police on a terroristic threat and fugitive investigation.

 

Most Wanted Updates:

Terry B. Harper, 52, arrested June 13 by the Kansas City Police Department on Livingston County arrest warrant for alleged class C felony Delivery of Controlled Substance.  Bond set at $7,500 on case #21LV-CR00128.  Mr. Harper has been on our Most Wanted list since March 31, 2021.  Mr. Harper was extradited and transferred by LCSO to DDRJ in lieu of bond.

Adam Daniel Caudill, 35, Wheeling, arrested June 15 by LCSO in Wheeling on Livingston County arrest warrants for alleged class D felony Failure to Appear in Court on original Stealing-$750 or more, bond set at $10,000 on case #22LV-CR00167.  Subsequent warrant issued May 13, 2022 for new charge of alleged class E felony Failure to Appear-Felony.  Bond denied by the Court on case #22LV-CR00264.  Mr. Caudill has been on our Most Wanted list since May 04, 2022.

Added June 21:

Kalup Woodson, 30, Saint Louis, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D felony Assault-3rd degree-Special Victim.  Bond denied by the court on case #20LV-CR00366-01.

Amanda Denny, 27, Kansas City, wanted on Livingston County arrest warrant for alleged Probation Violation on original class D felony Endangering the Welfare of a Child Creating Substantial Risk-1st degree-1st offense-No Sexual Conduct.  Bond set at $20,000 on case #21LV-CR00472-01.  LCSO Jail Management Records show Ms. Denny was initially incarcerated on this charge September 19, 2021 and released on ROR bond October 20, 2021.

Arrested June 21:

Christopher Lee Mason, 43, surrendered 6-21-22, wanted on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on original class D felony Possession of Controlled Substance.  Bond denied by the Court on case #22LV-CR00143.  Warrant shows Mr. Mason allegedly failed to obey the Judge's order by violating condition #4 of his furlough by absconding from the treatment facility.

William Russel Helm, 46, arrested by St. Joseph Police on Livingston County arrest warrant for alleged class E felony Failure to Register as a Sex Offender.  Bond denied by the court on case #22LV-CR00142.

Arrested June 22:

Savannah K. Jimenez, 32, arrested by authorities in Colorado on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance, class A misdemeanor Possession of Marijuana or Synthetic less than 10 grams-prior offense, and class D misdemeanor Possession of Drug Paraphernalia.  Bond set at $7,500 on case #22LV-CR00206.  Ms. Jimenez will be returned to Missouri after she waives extradition.

Arrested June 23:

David Edward Buesing, 34, arrested by Kansas City Police on Livingston County arrest warrant for alleged class E felony Non-Support, Total Arrears in Excess of 12 Monthly Payments Due Under Order of Support.  Bond set at $2,500 on case #22LV-CR00037.  Mr. Buesing will be extradited at earliest opportunity.

 

Other Arrests:

June 10 at 10:57 a.m. a stop of a speeding motorist on U.S. 36 resulted in the arrest of Thomas Mateo, 66, St. Joseph for alleged Driving While Revoked/Suspended-2nd offense.  Mr. Mateo was processed at the LEC and released on summon(s).

June 17 Carrollton PD arrested Stringfellow Michael Hawke, 44, on Livingston County arrest warrant for alleged felony Stealing-$750 or More.  Mr. Hawke was extradited by LCSO from Carroll County and taken to DDRJ in lieu of bond.

June 21 about 10:20 a.m. LCSO stopped a vehicle on Highway 190 for 71 in a 55 and this resulted in the arrest of Terry Joe Ashford, 47, Chillicothe for alleged No Valid Driver's License and Failure to Show Proof of Insurance.  Mr. Ashford was processed at the LEC and released on summons.

June 10 at 10:40 a.m. a Jamesport driver was cited for 71 in a 55 on Highway 190 at Route Y.

June 14 at 11:15 a.m. a Brookfield driver was cited for 80 in a 65 on U.S. 36 near Mooresville.

June 14 at 11:45 a.m. a St. Charles driver was cited for 82 in a 65 on U.S. 36 at Route D.

June 14 at 1:40 p.m. a Kansas driver was cited for 84 in a 65 on U.S. 36 near Mooresville.

June 16 at 11:05 a.m. a California driver was cited for 83 in a 65 on U.S. 36 at Mooresville.

June 16 at 12:40 p.m. a Kansas driver was cited for 82 in a 65 on U.S. 36 near Utica.

June 17 at 12:24 p.m. a Chillicothe driver was cited for Failure to Register Vehicle with DOR, expired April 2022 plates.

June 18 at 8:05 a.m. a Jamesport driver was cited for 75 in a 55 on Highway 190 at the Thompson River.

June 18 at 8:30 a.m. a Jamesport driver was issued a citation for not wearing a seatbelt on Highway 190 at Route Y.

June 19 at 1:45 p.m. an Alabama driver was cited for 77 in a 55 and Driving While Revoked/Suspended on Route V and LIV 2517.

 

Additional Information:

June 10 LCSO transported 3 female detainees to the Missouri Department of Corrections in Vandalia.

June 13 LCSO transported 6 male detainees to the Missouri Department of Corrections in St. Joseph.

June 15 LCSO transported Adam Caudill to the Missouri Department of Corrections in St. Joseph on a Parole warrant.

June 17 around 6:00 a.m. LCSO responded to Route D about 1 mile south of U.S. 36 as a large tree had fallen over the roadway from the storm.

June 17 about 8:00 a.m. LCSO responded to areas of Route KK and Route BB as power lines were down across roadway from storm damage.

June 22 LCSO extradited William Helm from St. Joseph Police on Livingston County arrest warrant for alleged Failure to Register as Sex Offender.  Mr. Helm was taken to DDRJ in lieu of bond.

June 22 LCSO extradited Kegan Swartz from the Jackson County Jail on Livingston County arrest warrant for alleged Failure to Register as a Sex Offender.  Mr. Swartz was taken to DDRJ in lieu of bond.

June 22 LCSO extradited Kent Milligan from the Lafayette County Sheriff on Livingston County arrest warrant for alleged Terroristic Threats.  Mr. Milligan was transported back to the Law Enforcement Center for processing and interview and then transported to DDRJ in lieu of bond.

LCSO has been extremely busy working on criminal and fugitive investigations, assisting other agencies and other public safety issues.

Currently the LCSO has 44 detainees in custody.
