Incident Reports:

July 01 LCSO began investigation of a county resident reporting a former boyfriend was sending out revenge video/photos of very personal and discrete photo/video taken when the 2 had been dating.  This is a felony allegation and we are seeking arrest warrant on the Kansas City area suspect who is already wanted in other jurisdictions on other allegations.

July 06 about 11:50 a.m. LCSO was dispatched to the 2000 block of Highway DD, Ludlow for a domestic disturbance.  Investigation resulted in the arrest of Quentin Blake Bassett, 27 for alleged Trespassing 1st degree and Domestic Assault-4th degree and the arrest of Claudia Beth Auer, 44, Ludlow for alleged Domestic Assault-4th degree.  Both were processed at the Law Enforcement Center and released pending Court appearance.

July 11 at 12:25 a.m. LCSO was dispatched to Dawn Apartments on report a pickup and tree were on fire.  The vehicle had been parked and sold pending pickup and without insurance.  For unknown reason(s) the front area of the pickup caught on fire and the vehicle was a total loss.  Dawn Fire was first to respond.  Missouri State Fire Marshall was informed about the incident.

July 17 LCSO was advised a vehicle had been stolen from rural farm sometime since June 01, 2022.  Investigation revealed the vehicle was parked on a different farm in Wheeling area.  After speaking with all persons involved this was deemed a civil matter without criminal intent.  The vehicle was turned over to the reported victim's family.

July 19 at 9:55 p.m. LCSO was at a residence in the 11000 block of Old Highway 190 to serve an eviction notice and also look for a felony fugitive.  Investigation shows a deputy observed the wanted male inside the home prior to knocking.  A female answered the door and blatantly lied to the deputy about the fugitive being in the home and having not seen him in quite some time.  The two deputies requested a CPD officer(s) assist and deputies then entered the residence and found the man trying to hide behind some furniture.  Deputies arrested Jordan Christopher Riggins, 33, on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on original class E felony of Hindering Prosecution as Mr. Riggins allegedly had not contacted Supervision Services upon release from jail on bond for this charge previously and was arrested for new allegation of felony Resisting Arrest.  Deputies also arrested Alisha Linette Cheeney, 42, for alleged Hindering Prosecution.  Ms. Cheeney was processed at the LEC and released pending formal charges and Mr. Riggins was transferred to DDRJ in lieu of bond.  Mr. Riggins also had an outstanding Parole Warrant from the State of Missouri for original Possession of Controlled Substance and this office will take Mr. Riggins to the Department of Corrections at first opportunity.

July 20 LCSO received report of a stolen yellow in color heavy duty 100' extension cord from the victim's property.  Investigation continues.

July 22 LCSO took a report of a stolen bicycle from a location in Wheeling.  The bicycle is a Giant brand with "gooseneck handlebars" and new tires.

July 25 LCSO received information of a lost or stolen license plate.  The information was entered into the nationwide law enforcement system.

Evening of July 25 LCSO responded with Department of Emergency Services to a residence on Highway 190 and found an adult male deceased in the home.  LCSO initial inspection of the scene raised questions on potential cause of death and Sheriff Cox requested assistance from the MSHP Division of Drug and Crime Control with dissecting the scene and investigation.  The deceased male may have been in the home since July 22, 2022.  The body was released to the corners office and an autopsy has been scheduled.  Investigation is continuing.  Our thoughts and prayers remain with the family and loved ones.

Evening of July 25 LCSO assisted the Chillicothe Police on a missing juvenile investigation.  The LCSO and CPD officer located the person at a location in Utica.

 

Most Wanted Updates:

Arrested July 13:

Kimberly S. Brandes, 54, arrested by authorities in Belton MO on Livingston County arrest warrant for alleged class D felony Tampering with Motor Vehicle-1st degree.  Bond set at $10,000 cash on case #22LV-CR00295.

Added July 22:

Karla Ann Knouse, 54, Wheeling, wanted on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class D felony Possession of Controlled Substance.  Bond set at $10,000 on case #21LV-CR00523-01.

Johnnie Wayne Horton, 43, Brunswick, wanted on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance.  Warrant lists alleged probation violations include condition #6 DRUGS, for allegedly using methamphetamine, and condition #8, REPORTING, for allegedly failing to report to his Probation Officer on 06-28-2022.  Bond set at $20,000 on case #21LV-CR00348-01.

Added 7 new Most Wanted fugitives on July 26:

Nicholas Aaron Shipley, 37, wanted on Livingston County arrest warrant #21LV-CR00255 for alleged Failure to Appear in Court on original class E felony Non-Support, Total Arrears in Excess of 12 Monthly Payments Due Under Order of Support.  LCSO Jail Management Records shows Mr. Shipley was incarcerated on this warrant January 31-February 24, 2022 on a Failure to Appear on this case and released on bond. 

Robert L. Winsor Jr., 56, Columbia, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on 2 counts class A misdemeanor Non-Support.  Bond set at $1,000 cash on case #22LV-CR00334.

Jeffrey K. Gilgour, 36, Chillicothe, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on original class E felony Non-Support, Total Arrears in Excess of 12 Monthly Payments Due Under Order of Support.  Bond set at $2,500 on case #21LV-CR00022-01.

Tyler Gene Harper, 29, Ludlow, wanted on Livingston County arrest warrant #21LV-CR00209-01 for alleged class D felony Possession of Controlled Substance, bond set at $20,000 on case #21LV-CR00209-01.  LCSO Jail Management Records shows Mr. Harper was originally incarcerated on this case number on April 29 through May 03, 2021 and released on ROR bond.

Zachary A. Sheehan, 23, was on Livingston County arrest warrants for alleged class D felony Forgery, bond set at $20,000 on case #22LV-CR00309.  And second warrant for alleged Failure to Appear in Court on case #22LV-CR00076-01 on alleged class E felony Knowingly Burning or Exploding.  Bond set at $20,000 as well.  LCSO Jail Management Records show Ms. Sheehan was originally incarcerated on warrant22LV-CR00309 on June 02-29, 2022 and then released on ROR bond.

Tiffany Lynn Kuntz, 31, Brunswick, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on 2 counts class A misdemeanor, Non-Support.  Bond set at $500 cash on case #22LV-CR00276.

Christopher Colby Donnell, 31, Sweet Springs, wanted on Livingston County arrest warrant for alleged 2 counts class E felony Harassment-1st degree on case #22LV-CR00345 with bond set at $5,000.

 

Other Arrests:

July 13 LCSO arrested Terrance Raymond Feeney, 60, Chillicothe on Livingston County Court commitment to serve county jail time.  Mr. Feeney was transported to Daviess Dekalb Regional Jail to serve sentence.

July 14 at 10:22 p.m. a traffic stop on U.S. 36 at Mooresville resulted in the arrest of Kimberly Rea Wilkerson, 34, Chillicothe for alleged 75 in a 65 and Driving While Revoked-3rd offense.  Ms. Wilkerson was processed at the LEC and released on summons.

July 15 at 11:00 p.m. LCSO conducted a traffic stop which resulted in the arrest of Gerald Joseph Ratcliffe, 30, Dawn for alleged Driving While Revoked/Suspended and Displaying License Plates of Another Person.  Mr. Ratcliffe was processed at the LEC and released on summons.

July 17 LCSO arrested Cashus Wayne Weese, 23, Chillicothe on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D misdemeanor Unlawful Possession of Drug Paraphernalia.  Mr. Weese was unable to post the $250 bond and transferred to DDRJ pending Court appearance and/or bond.

July 17 at 6:36 p.m. LCSO assisted MSHP on an arrest of Justin Marqueza Nichols, 30, Memphis Tennessee on Macon County arrest warrant for alleged Failure to Appear on Speeding Violation, Driving While Revoked/Suspended, Failure to Display License Plates and Possession of Marijuana.  Mr. Nichols posted the $500 bond at the Law Enforcement Center and was released on new Court date for Macon County.

July 21 Mr. Curtis Alexander Reighard, 23, Carrollton surrendered to the LCSO as he heard there was an old warrant for his arrest from Trenton for having not mowed his yard.  Mr. Reighard posted the $200 bond on the 2017 Trenton Municipal warrant for alleged Nuisance Violation.  Mr. Reighard was released with a new court date.

 

Citations:

LCSO deputy has been assigned Traffic Enforcement Overtime projects which is paid for through grant funds which reimburses Livingston County for all wage expenses.  Several citations have been issued and many warnings given.  Any stops between basically 6:00 p.m. and 6:00 a.m. were made through a DWI Safety Grant while traffic enforcement made during day time was funded through the Traffic Enforcement Safety Grant:

July 14 at 7:40 p.m. a Brookfield driver was cited for 85 in a 65 on U.S. 36 near Utica.

July 14 at 8:05 p.m. a Kansas City driver was cited for Failure to Register Motor Vehicle with DOR on expired May 2022 license plates on U.S. 36 at U.S. 65 and for speeding at 82 in a 65.

July 14 at 9:04 p.m. a Gladstone river was cited for Possession of Drug Paraphernalia on U.S. 36 at LIV 413.

July 14 at 10:08 p.m. a Purdin driver was cited for a seat belt violation on U.S. 36 near Mooresville.

July 15 at 4:40 p.m. a Wheeling driver was cited for Failure to Register Motor Vehicle with DOR for expired March 2022 license plates.

July 15 at 6:10 p.m. a St. Louis driver was cited for 79 in a 65 on U.S. 36 near Utica.

July 15 at 7:05 p.m. a Lees Summit driver was cited for Failure to Register Motor Vehicle with DOR for expired January 2022 license plates.

July 15 at 7:25 p.m. an Illinois driver was cited for 83 in a 65 on U.S. 36 at Mooresville.

July 15 at 7:40 p.m. an Illinois driver was cited for 87 in a 65 on U.S. 36 west of Chillicothe.

July 15 at 8:10 p.m. a Baton Rouge driver was cited for 82 in a 65 on U.S. 36 at Liv 259.

July 15 at 12:20 a.m. a Kansas City driver was cited for 86 in a 65 on U.S. 36 near Utica.

July 15 at 1:23 a.m. a Michigan driver was cited for 84 in a 65 on U.S. 36 at Mooresville.

July 18 at 3:00 a.m. a Kansas City driver was cited for 81 in a 65 on U.S. 36 at Utica.

July 18 at 4:00 a.m. an Atlanta MO driver was cited for 80 in a 65 on U.S. 36 at Mooresville.

July 18 at 4:10 a.m. an Illinois driver was cited for 81 in a 65 on U.S. 36 at Utica.

July 18 at 10:34 a.m. a Kansas City driver was stopped for 83 in a 65 on investigation revealed the driver has a suspended driver's license and issued a citation.

July 18 at 10:00 p.m. a Kansas City driver was cited for 83 in a 65 on U.S. 36

July 18 at 10:20 p.m. a St. Joseph driver was cited for 76 in a 65 on U.S. 36 at LIV 235.

July 20 at 4:33 a.m. a Chillicothe driver was cited for 83 in a 65 on U.S. 36 near Utica.

July 20 at 6:15 p.m. a Chillicothe driver was cited for Failure to Register Vehicle with DOR for expired March 2022 license plates.

July 20 at 6:40 p.m. a Dawn resident was issued a citation for Failure to Display License Plates on a stop at LIV 233 and LIV 256.

July 21 at 4:31 a.m. a Hale driver was cited 83 in a 65 on U.S. 36 at LIV 425.

July 21 at 6:15 p.m. a Centralia driver was cited for 85 in a 65 on U.S. 36 west of Chillicothe.

July 21 at 6:29 p.m. a Chillicothe driver was cited for no seat belt on Highway 190 at LIV 233.

July 22 at 3:50 a.m. a Chillicothe driver was cited for 79 in a 65 on U.S. 36 at Mooresville.

July 22 at 4:21 a.m. a Kansas City driver was cited for 86 in a 65 on U.S. 36 near Utica.

July 24 at 6:51 p.m. a Chicago IL driver was cited for 90 in a 65 on U.S. 36 at U.S. 65.

July 25 at 3:40 a.m. a Chillicothe driver was cited for 83 in a 65 on U.S. 36 at Mooresville.

 

Additional Information:

July 15 LCSO transported 3 male detainees to the Missouri Department of Corrections in St. Joseph.  While there LCSO extradited Adam Daniel Caudill on Livingston County arrest warrant for alleged class D felony of Stealing-$750 or MORE.

July 15 LCSO extradited Kimberly S. Brandes from the Cass County Sheriff and transported her to DDRJ in lieu of bond on Livingston County arrest warrant for alleged class D felony Tampering with Motor Vehicle-1st degree.

July 15 LCSO extradited Cory Alan Dwyer, 44, from the Calloway County Sheriff on Livingston County arrest warrant for alleged Failure to Appear in Court on original felony charge of Possession of Controlled Substance.  Mr. Dwyer was taken to DDRJ in lieu of bond.

July 25 LCSO began bailiff duties for a jury trial being held here on a change of venue.

Currently the LCSO has 57 detainees in custody.

LCSO remains very busy working criminal and fugitive investigations, employee training, administrative duties and Court.
