Incident Reports:

LCSO has been investigating a reported stolen vehicle from Texas since July 30, 2022.  Person or group who stole the vehicle in Texas knew how to disable the GPS device in the 2020 Expedition.  LCSO learned of the whereabouts of this vehicle in Livingston County from the business victim when the Expedition's GPS suddenly began working.  Further investigation shows the local residents paid $59,000 for this vehicle from a person at location outside of Livingston County.  The VIN had apparently been tampers with and the satellite radio wiring disconnected to help the thief avoid apprehension.  We are continuing with this case with the MSHP in attempts to locate those responsible in Texas and potentially help our citizens recover at least some of their money.

August 06 on Route W a call was made about a rolling domestic assault between a man and woman.  The male was allegedly high on drugs and assaulted the female.  Neither victim nor suspect are from this area and the male was unable to be located.  Report completed.

August 09 LCSO received information a person was at HMC regarding a dog bite.  The bite victim was actually bitten by their own dog.  Information submitted to the Livingston County Health Department as required.

August 10 LCSO began investigation of property damage, burglary and theft at a building in Utica.  Suspects (most likely juveniles) forced entry through a rear door and removed a small amount of cash (which normally there is never any cash left in the building).  Some grape juice from the refrigerator was also stolen.  Investigation continues.

August 10 LCSO responded to a report someone outside the Law Enforcement Center trying to get help.  Subsequently LCSO deputies and CPD responded to a home nearby regarding a domestic disturbance and possible attempted suicide.  Various people were interviewed and assistance given where needed.  One deputy made a mandated hotline report to Children's Division regarding the situation.

August 10 LCSO began criminal investigation in 12000 block of Route V where one or more employees of a moving company are suspected in stealing $500 in cash and 2 credit cards from the person who had hired them.  The moving company employees are not from this area of Missouri and one suspect has been identified.  Investigation continues.

August 14 LCSO began investigation of theft from the 8000 block of LIV 503 where a lock had been cut to enter a building and the criminal(s) stole a PW 50 Yamaha dirt bike and some trailer tires.  Investigation continues.

August 15 LCSO began investigation of alleged felony driving while revoked.  A rural resident was reported driving and has a lengthy driving record.  Report being submitted for consideration of charges.

August 17 a vehicle stop by LCSO led to 4 juveniles being in the vehicle, one or more of the juveniles lied to the deputies about the marijuana and other items seized.  Parents and juvenile officers have been notified.

August 18 evening LCSO was summoned to Dawn for an abandoned vehicle left in the main roadway.  The owner was finally reached by phone and advised she could not get anyone to help her and then requested Gabrielson Towing.  Vehicle removed.

August 18 LCSO began working investigation of stolen tools.  Two suspects have been identified and we are attempting to contact to resolve the issue.

August 21 local citizen flagged down a deputy about 5:30 a.m. and reported catching a person stealing items from victim's vehicle.  Attempts made to speak with the suspect who has eluded LCSO.  We are seeking an arrest warrant for the suspect.

August 22 LCSO responded to a disturbance/assault on LIV 2313.  Investigation shows a juvenile allegedly physically assaulted a grandparent.  Information shared with the juvenile office for consideration.

August 23 LCSO began investigation of trash dumping at the CMU Burn Site on Liv 238.  Person responsible for dumping non-burnable items has since cleaned up the mess and properly disposed of items.

 

Most Wanted Updates:

Added August 25, 2022:

Laura Beth Waterman, 42, Chillicothe is wanted on Livingston County arrest warrant 20LV-CR00302-01 for alleged Probation Violation on case #20LV-CR00302-01 on original class D felony Endangering the Welfare of a Child involving Drugs-1st Degree-1st Offense.  Bond set at $20,000.  Alleged probation violation is listed on warrant as violation of condition #6 for alleged testing positive for Fentanyl.  LCSO Jail Management records show Ms. Waterman was initially arrested May 29 and released June 01, 2020 on this case number and released from jail on ROR bond.  Ms. Waterman was arrested on same warrant for alleged Failure to Obey a Judge's Order on July 06, 2020 and released on bond August 05, 2020.  Ms. Waterman was again arrested on this case at request of the court on December 08, 2020 and released to the Missouri Department of Corrections on December 23, 2020 for a treatment program.

August 04 LCSO arrested Kody Eugene Waters, 22, Chillicothe on Livingston County arrest warrant #21LV-CR00522-01 for alleged class D felony Burglary-2nd degree. 

August 04 LCSO arrested Kristi Marie Carr, 36, Chillicothe on Livingston County arrest warrant #22LV-CR00208-01 for alleged 2 counts class D felony Possession of Controlled Substance. 

August 04 LCSO arrested Karla Ann Knouse, 54, Wheeling on Livingston County arrest warrant #21LV-CR00523-01 for alleged Violation of Bond Conditions on class D felony Possession of Controlled Substance.

August 04 LCSO arrested Jacob Michael McGary, 24, Chillicothe on Livingston County arrest warrant #21LV-CR00586-01 for alleged class D felony Burglary-2nd degree.

August 05 LCSO arrested Nicholas Aaron Shipley, 37, on Livingston County arrest warrant #21LV-CR00255 for alleged Failure to Appear in Court on original class E felony Non-Support.

August 05 LCSO made a vehicle stop on U.S. 36 for a vehicle running 83 in a 65 and found the driver to have a suspended license.  The deputy arrested Noa Jeremiah Taylor, 44, Belton for alleged speeding and driving while revoked/suspended-2nd offense.  Mr. Taylor was processed at the LEC and released on summons.

August 17 LCSO arrested Anthony M. Rounkles, 32, Hale on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance.  Mr. Rounkles was processed at the LEC and released on bond.

August 24 LCSO arrested David Wyatt Bendure, 18, Chillicothe on Livingston County arrest warrant #22LV-CR00451 for alleged class D felony Possession of Controlled Substance.

August 24 LCSO arrested Christopher Allen Clinton, 34, Chillicothe, on Livingston County arrest warrant #22LV-CR00452 for alleged class E felony DWI-Persistent Offender.  Mr. Clinton was processed at the LEC and released on bond.

August 24 LCSO extradited Savannah K. Jimenez, 32, from the Missouri Department of Corrections in Vandalia on Livingston County arrest warrant for alleged felony Possession of Controlled Substance.  Ms. Jimenez was taken to the Randolph County Jail in lieu of bond.

 

Citations:

Deputies have been working additional Traffic Enforcement Safety grant assignments.  This grant from MoDOT allows the deputies to be paid double time for any overtime spent working traffic safety on U.S. 36, U.S. 65 and Highway 190 and is predominately worked during daylight hours.  Additional DWI safety grant is basically the same but operated at night. 

August 04 at 3:45 a.m. a Rothville driver was cited for 82 in a 65 on U.S. 36 at Mooresville.

August 04 at 8:30 p.m. a Wheeling driver was cited for no auto insurance on a stop at Washington and Polk Street.

August 05 at 4:02 p.m. a Grandview driver was cited for failing to wear seat belt on U.S. 36 at Mooresville.

August 05 at 4:40 p.m. a Michigan driver was cited for 80 in a 65 on U.S. 36 near Utica.

August 05 at 4:40 .m. an Illinois driver was cited for 89 in a 65 on U.S. 36 near Utica.

August 05 at 4:55 p.m. an Overland Park driver was cited for 87 in a 65 on U.S. 36 near Utica.

August 05 a Kansas City driver was cited for expired license plates.

August 19 at 4:32 p.m. a Georgia driver was cited for 76 in a 60 in U.S. 36 construction zone.

August 19 at 5:55 p.m. an Indiana driver was cited for 78 in a 65 on U.S. 36 at LIV 259.

August 19 at 6:15 p.m. an Illinois driver was cited for 79 in a 65 on U.S. 36 at LIV 259.

August 19 at 7:45 p.m. a Chillicothe driver was cited for no license plates on U.S. 65 and Green Street.

August 20 at 2:25 a.m. a Bethany driver was cited for 39 in a 25 at Washington and Third Streets.

August 21 at 12:37 a.m. a Chillicothe driver was cited for 40 in a 25.

August 21 at 2:00 a.m. a Chillicothe driver was cited for expired license plates.

August 21 at 9:41 p.m. a Trenton driver was cited for 80 in a 60 on U.S. 65 and LIV 302.

August 22 at 1:30 a.m. an Independence driver was cited for 84 in a 65 on U.S. 36 at LIV 255.

August 22 at 7:10 a.m. complaint of speeding driver on Highway 190 resulted in a Chillicothe driver being cited for 77 in a 55 in the morning fog.

August 23 at 11:15 p.m. a Kansas City driver was cited for displaying 2020 expired license plates.

August 24 at 1:13 a.m. a Chillicothe driver was cited for failing to stop at a stop sign/signal.

August 24 at 11:00 p.m. a Liberty driver was cited for 79 in a 65 on U.S. 36 at LIV 269.

August 25 at 2:00 a.m. an Illinois driver was cited for 80 in a 65 on U.S. 36 at Route CC.

 

Additional Information:

August 11 LCSO transported 4 female detainees to the Missouri Department of Corrections in Vandalia, being Heather Woods, Karla Knouse, Amanda Denny and Jeneva Chenet.

August 12 LCSO transported 2 male detainees to Missouri Department of Corrections in St. Joseph, being Scott Shannon and Aaron Vanderwerf.

The week of August 15 Sheriff Cox attended the Missouri Sheriffs' Association Summer Conference.

August 22 LCSO transported Charles Smith to the Missouri Department of Corrections in St. Joseph on a parole warrant.

August 23 LCSO extradited Truitt Caudill on a writ from the Algoa Correctional Center for a mandatory court appearance in Livingston County.  Mr. Caudill had a preliminary hearing and was bound over to circuit court on the multiple charges and then LCSO returned Mr. Caudill to Algoa Correctional Center.

Currently the LCSO has 45 people in custody.
