Incident Reports:

October 04 LCSO received complaint of a large amount of trash, carpet, tires and mattresses having been dumped on private property near LIV 2304 and 2311.  Investigation revealed two people own the items dumped and multiple attempts were made to contact them.  We learned the trash owner claims to have paid someone from Facebook $100 to remove the items from their home ($100 would probably not have covered the costs of the landfill and not all items would be allowed there) but would have the mess cleaned up that day.  The property owner was willing to give these people a few days to clean up this mess and after this date passed the LCSO issued two people in the 500 block of Orchard Street a citation for littering. 

October 15 a Mooresville resident reported burglary and theft of medication from their home.  Victim claims unknown person had to enter their home and removed prescription medication Gabapentin.  No evidence of forced entry.  Investigation continues.

October 18 LCSO took a report of a lost or stolen license plate from a vehicle.  The owner thought they had the plate when they were in Brookfield earlier in the day.

October 18 a Mooresville resident report the theft of a .22 caliber rifle from the home.  Reported possible person of interest resides in the home.  Further investigation did not result in the rifle being located. 

October 20 at 9:13 a.m. LCSO responded to an address in the 11000 block Old Highway 190 for a reported domestic disturbance.  Both persons were interviewed and nothing criminal was found to have taken place.  The couple separated for the day.

October 20 at 10:14 a.m. LCSO responded to a report of a domestic disturbance at the dawn Apartments in Dawn.  Both persons were interviewed and nothing criminal had taken place.  Parties separated for the day.

October 20 at 5:40 p.m. LCSO responded to a dog bite incident which took place in the 400 block of Chapman in Chula.  The victim received significant injury requiring medical attention.  Victim explained this is the first reported bite from the pit bull but the second actual incident.  Livingston County Health Center notified as required, dog owners spoken with, and report being submitted to the prosecuting attorney for consideration.

October 25 LCSO completed 3 incident reports regarding failure to appear in court.  Warrants were applied for.

October 30 LCSO began an investigation of burglary and theft from a location in the 500 block of East Polk.  Investigation continues.

 

Most Wanted Updates:

Arrested October 17:

Joshua Paul Todd, 40, Tennessee, was arrested by Chester County TN authorities on Livingston County arrest warrants for alleged Failure to Obey a Judge's Order on original class E felony DWI-Persistent Offender.  Warrants shows alleged violation includes "Defendant has failed to report to Supervision Services as directed, and failed to abide by the bond condition that he has SCRAM".  Bond set at $10,000 cash on case #22LV-CR00096.  April 04 an additional arrest warrant was issued for Mr. Todd for alleged Failure to Appear in Court on a Felony, class E felony violation.  Bond denied by the Court on case #22LV-CR00190.

Arrested October 23:

Scott Keith Perschbacher, 56, Chillicothe, by the Chillicothe Police on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance, bond set at $5,000 cash.  Livingston County arrest warrant 22LV-CR00547 for alleged class D felony Possession of Controlled Substance and class E felony Attempted Stealing-$750 or MORE.  Bond set on this warrant at $10,000 cash.

Arrested October 25:

Tony Lee Cashatt, 57, Chillicothe, by the Chillicothe Police on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance on case #20LV-CR00608-01.  Warrant lists alleged probation violation as Condition #6, DRUGS, by testing positive for methamphetamine.

Arrested October 30:

David Edward Buesing, 34, was arrested by Jackson County authorities on Livingston County arrest warrant for alleged Failure to Appear in Court on original class E felony Non-Support, Total Arrears in Excess of 12 Monthly Payments Due Under Order of Support.  Bond set at $3,000 cash on case #22LV-CR00037.

 

Other Arrests:

October 21 LCSO arrested Arron Franklin Waldrep, 34, Chillicothe, on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D misdemeanor Driving While Revoked/Suspended-1st offense.

October 26 LCSO arrested Arron Franklin Waldrep, 34, Chillicothe, on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on original class D felony Possession of Controlled Substance. 

 

Citations:

October 17 at 7:17 p.m. a Chillicothe driver was cited for 80 in a 65 on U.S. 36 near LIV 259.

October 18 at 2:10 p.m. a Gallatin driver was cited for 76 in a 55 on Highway 190 and LIV 227.

October 18 at 10:25 p.m. a Carrollton driver was cited for 85 in a 60 on U.S. 65 and Shoal Creek.

October 28 at 12:45 p.m. a Chillicothe driver was cited for 75 in a 55 on Highway 190 at LIV 229.

October 28 at 1:30 p.m. an Illinois driver was cited for 83 in a 65 on U.S. 36 at LIV 259.

October 28 at 7:50 p.m. a Kansas City driver was cited for 91 in a 65 on U.S. 36 near Utica.

 

Additional Information:

October 17 LCSO transported 4 men to the Missouri Department of Corrections in St. Joseph.

October 18 LCSO transported 1 female to the Missouri Department of Corrections in Vandalia.

October 21 LCSO transported 1 male to the Missouri Department of Corrections in St. Joseph.

LCSO has remained very busy with multiple issues including investigations, guarding prisoner in a hospital 24/7, court and other duties.

LCSO has been extremely short handed and even blacked-out for service on multiple shifts due to being mandated to guard a detainee in an out of town hospital for an extended period, which fortunately ended today 11-2-22.  Many of our staff worked a significant amount of overtime in trying to cover all the needs in the county.

November 01 LCSO extradited Shelbi Lynn Shira, 30, from Hamilton PD on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on Stealing violation.  Ms. Shira was transferred to Harrison County Detention Center in lieu of bond.

November 02 LCSO extradited David Edward Buesing, 34, from the Jackson County Jail on Livingston County arrest warrant for alleged child support violation.  Mr. Buesing was transferred to Caldwell County Detention Center in lieu of $3,000 bond.

Currently the LCSO has 47 people in custody.
