Incident Reports:

February 09 LCSO began an investigation of reported violation of a protection order.  The suspect in this case resides in another county and has allegedly been contacting the victim via cell phone.  Investigation continues and report will be submitted to the prosecuting attorney.

February 13 about 5:55 p.m. LCSO began investigation into a dog bite that took place on Liv 228.  Information submitted to the Livingston County Health Center as required.

February 13 and 16 LCSO investigated Burglary and Theft from a location in the 13000 block of LIV 251.  Investigation continues.

February 14 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office regarding a person trespassing on school property while possessing contraband.  School administration, parent(s) and juvenile office are handling the issue now.

February 14 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office regarding Harassment investigation involving a student.  The alleged juvenile suspect has been identified and parents, school administration and the juvenile office are now handling the situation.

February 14 about 2:25 p.m. LCSO responded to a location in the 21000 block of Third Street in Dawn regarding complaint of animal abuse/neglect.  Outside temperature was 48 degrees at the time and it had been misting or light rain periodically throughout the day.  Dog in question was observed tied outside of an apartment with no shelter.  Dog appeared wet and cold.  Two people in the apartment claimed ownership and insisted it was a dog with fur and the dog gets muddy therefore it remained outside all day as to not track mud/dirt inside.  Information given on animal neglect/abuse, conditions and no shelter.  Owner finally took the dog inside while cussing the officer.  Report being submitted to the prosecuting attorney for consideration of animal neglect or abuse charge on both dog owners.

February 15 at 4:12 p.m. LCSO responded to a location on LIV 2313 for a domestic disturbance between a grandparent and grandchild.  Nothing criminal took place, this information was shared with the juvenile authorities and CIT in attempt to gain further assistance for the family.

February 17 Deputy Sheriff/School Resource Officer Mike Lewis took a juvenile into custody at Chillicothe High School for alleged Peace Disturbance and Resisting.  The juvenile was transported to the Law Enforcement Center and juvenile authorities were requested to assist.  Additional services have been offered to the family along with CIT.

February 17 a lady found an elderly male walking on Highway A and the man seemed to be suffering from mental condition so she brought him to the Law Enforcement Center.  LCSO was able to get the gentleman identified and contacted a caregiver.  A Crisis Intervention form was also completed.

February 18 at 10:45 a.m. LCSO began investigation of fraud/Identity Theft where a rural Chillicothe resident's identity was used out of state for employment but our resident never worked at such location. 

February 18 LCSO responded to the 600 block of Fellows in Utica on a report of a suicidal person.  Scene was secured for EMS and the person was transported for potential medical attention.

February 18 at 5:25 p.m. LCSO completed an incident report on an animal bite where a Mooresville resident was bitten by a cat.  Information submitted to the Livingston County Health Center as required.

February 20 at 9:35 p.m. LCSO deputy observed a vehicle on U.S. 36 with a headlamp out and had truck plates on the car.  The vehicle finally stopped on Business 36 in Chillicothe.  The deputy quickly learned the license plates had been reported stolen and a Chillicothe PD Officer then assisted the deputy.  Subsequent investigation revealed the driver was in possession of several grams of methamphetamine and methamphetamine distribution equipment, stolen license plate, small amount of ammunition, and 13 stolen vehicle and heavy equipment batteries from Chariton County (stolen earlier in the day).  The driver, Timothy Adam Stanley, 45, Sumner, was arrested for those alleged felonies.  A back seat passenger, Mary Lynn Fagan, 33, Excelsior Springs, was arrested on a felony Chariton County arrest warrant for alleged Resisting Arrest.  Ms. Fagan was turned over to the Chariton County Sheriff while Mr. Stanley was transferred to Caldwell County Detention Center pending formal charges.  Mr. Stanley claimed to currently be on probation for possession of controlled substance.

 

Most Wanted Updates:

Arrested February 11:

Madeline Grace Ellis, 18, Braymer, by authorities in Clay County on Livingston County arrest warrant for alleged Failure to Obey Judge's Order on original class D felony Possession of Controlled Substance.  Bond denied by the court on case #22LV-CR00672.  The warrant lists the alleged failure as absconding from furlough.

Arrested February 13:

Joshua J. Miley, 36, Sedalia, arrested by Pettis County authorities on Missouri Parole Warrant and Livingston County arrest warrant for alleged class D felony Forgery, class D of felony of Burglary-2nd degree and class D felony of Tampering with Motor Vehicle-1st degree.  Bond set at $15,000 cash on case #23LV-CR00056.  Pettis County Sheriff will return Miley to Missouri Department of Corrections on the parole violation warrant and Livingston County will writ Mr. Miley from DOC in due time.

Arrested February 19:

Jared A. VanHorn, 45, by Clay County authorities on Livingston County arrest warrant for alleged class E felony Non-Support, Total Arrears in Excess of 12 Monthly Payments Due Under Order of Support in violation 568.040 RSMO.  Bond set at $5,000 cash on case #22LV-CR00056.  Mr. VanHorn has been on our Most Wanted page since March 01, 2022.  Mr. VanHorn will be extradited once Clay County notifies us they are through with any alleged local charge(s).

Arrested February 20:

Jason E. Jones, 48, by Kansas authorities on Livingston County arrest warrant for alleged class D felony of Forgery with bond set at $15,000 on case #22LV-CR00148.  LCSO will extradite when it is our turn as multiple other agencies have active arrest warrants for Mr. Jones at the time of arrest.  Mr. Jones has been on our Most Wanted page since March 24, 2022.

Added February 22:

Trenell Demetrious Beard, 50, wanted on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance.  Warrant #22LV-CR00012-01 lists alleged violation as DRUGS, by testing positive for amphetamine, methamphetamine and THC.  DIRECTIVES, by failing to report on 01-23-2023 as directed.  LCSO Jail Management records show Mr. Beard was arrested/incarcerated on this charge February 25 to May 12, 2022 and released on ROR bond.

Rachel Leann Waldrep, 32, Kansas City, on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D felony Possession of Controlled Substance.  Warrant #22LV-CR00595-01 lists bond at $20,000.  LCSO Jail Management records show Ms. Waldrep was initially arrested/incarcerated on this case November 05 to November 10, 2022 when she was released on ROR bond.  Arrested for alleged Failure to Obey a Judge's Order on this case November 29, 2022 and again released on bond January 20, 2023.  We are again seeking the whereabouts of Ms. Waldrep.

 

Other Arrests:

February 11 about 10:02 p.m. LCSO was summoned to assist the Conservation Agent at LIV 418 and Route D as the agent checked on a vehicle stopped in the roadway and found the driver appeared to be passed out.  Further investigation resulted in the arrest of Kevin Scott Spainhour, 22, Easton, for alleged Driving While Intoxicated.  Mr. Spainhour was processed at the Law Enforcement Center.

February 15 at 6:54 p.m. LCSO arrested Brian Shawn Alexander, 51, Chillicothe on Livingston County arrest warrant #23LV-CR00066 for alleged class A misdemeanor Stealing.  Mr. Alexander posted the $1,500 bond and was released with a court date.

February 08 at 6:30 p.m. a Dawn driver was cited for 65 in a 35 on U.S. 65 at U.S. 36.

February 11 at 9:25 p.m. a Carrollton driver was cited for 57 in a 35 on U.S. 65 at Highway 36.

February 15 at 3:30 p.m. a Columbia driver was cited for no auto insurance when stopped on Highway 65.

February 15 at 5:45 p.m. a New York driver was cited for 83 in a 65 on U.S. 36 and Highway B.

February 15 at 6:20 p.m. a Hale driver was cited for 54 in a 36 on U.S. 65 at U.S. 36.

February 15 at 9:15 p.m. a Utica driver was cited for no auto insurance when stopped on Highway 65.

February 16 at 8:00 p.m. a Breckenridge driver was cited for operating a motor vehicle without a valid license and no auto insurance proof on a stop in Chillicothe.

February 16 at 9:40 p.m. a Jamesport driver was cited for 65 in a 35 on Highway 65 at Highway 36.

February 17 at 2:05 a.m. a Pennsylvania driver was cited for 43 in a 25 on U.S. 65 at Jackson Street.

February 17 at 5:55 p.m. an Illinois driver was cited for 83 in a 65 on U.S. 36 at LIV 255.

February 18 at 2:10 p.m. a Blue Springs driver was cited for Failure to Register with Department of Revenue on vehicle with expired June 22 license.

February 19 at 1:10 p.m. an Illinois driver was cited for 83 in a 65 on U.S. 36 at Mooresville.

February 19 at 1:50 p.m. a Kansas City driver was cited for 89 in a 65 on U.S. 36 near Wheeling.

February 19 at 2:10 p.m. a Chillicothe driver was cited for 84 in a 65 on U.S. 36 at Medicine Creek.

February 19 at 3:10 p.m. an Illinois driver was cited for 83 in a 65 on U.S. 36 near Wheeling.

February 19 at 3:40 p.m. an Illinois driver was cited for 83 in a 65 on U.S. 36 near Wheeling.

February 19 at 4:21 p.m. a Trenton driver was cited for 72 in a 55 on Highway 190 at LIV 235.

 

Additional Information:

February 14 LCSO extradited Madeline Grace Ellis for the Clay County Jail and she was transferred to the Harrison County Detention Center in lieu of bond.

February 17 LCSO transferred Stacy Crist, 48, Indiana to the Missouri Department of Corrections in Vandalia on Probation Violation - Possession Controlled Substance - 5 years DOC after being sentenced in Livingston County Circuit Court.

February 21 Chief Deputy Claypole attended the Crisis Intervention Team meeting where area information was shared along with training opportunities.

February 21 LCSO handled Circuit Court Criminal Law Day and 15 detainees appeared in court along with several defendants who were not in custody.

February 22 LCSO handled Associate Court Criminal Law Day where 14 detainees appeared in court along with several defendants who were not in custody.

Currently the LCSO has 42 people in custody.

LCSO has been busy with many mental health related calls for service year to date.  We strongly encourage those with mental health and/or addiction issues to work with mental health professionals and their physicians.  Life is too short as it is.  We want to see everyone prosper, progress and enjoy life.
