Incident Reports:

May 26 LCSO completed an investigation of littering/illegal dumping on LIV 238.  Suspect was identified and spoken with and has since worked something out with the victim who no longer wishes to prosecute.

June 01 LCSO began incident report on registered sex offender allegedly not in compliance with mandatory registration requirements.  Information being submitted to Livingston County Prosecuting Attorney for consideration.

June 03 LCSO deputy located an unattended vehicle blocking gate to a rural business.  The license plate(s) did not match the vehicle and investigation shows the plates had allegedly been stolen.  Vehicle was towed from scene and investigation resulted in the arrest of Serena Jo McCracken, 42, Chillicothe, for alleged receiving stolen property.  Ms. McCracken was processed at the LEC and released pending Court appearance.

June 06 LCSO began investigation of property damage in the 16000 block of Highway K, east of Chula.  Unknown vehicle appears to have been spinning it tires in the gravel and rock(s) then broke glass on the building. 

June 10 LCSO and MSHP responded to possible disturbance.  Matter was resolved with no information of criminal violation.

June 14 LCSO checked the well-being of a possibly suicidal person in Utica.  Person was located and safe with responsible adult.  Good interaction with the person took place and no need for immediate intervention.  A CIT form was completed to help obtain additional services.

June 14 LCSO responded to a rural location in southern Livingston County on report of a suicidal juvenile.  Investigation resulted in detention of juvenile and medical assistance.  LCSO guarded this person at a medical facility through the night until additional services were available.

June 15 LCSO began an investigation of alleged child endangerment.  The information was obtained from the Chillicothe Police who had begun the investigation until it was discovered the incident(s) allegedly took place outside the city limits.  Case has been completed and suspect has since been arrested on warrant.

June 19 LCSO and CDES worked with an area family where one adult is suffering from mental/medical issues.

June 20 LCSO conducted an investigation in the rural Dawn area of possible child neglect.  Investigation shows the children were being properly cared for by the parent.

June 20 LCSO began investigation on possible missing adult with medical/mental health issue who had reportedly missed appointments, their cell phone was off and person could not be located.  Fortunately late yesterday evening the person was finally contacted by phone and was safe in another county.

 

Most Wanted Updates:

Arrested June 10 by Kentucky authorities:

Kristi L. Wells, 45, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D felony Burglary-2nd degree, class D felony Stealing-$750 or more, and class D felony Possession of Controlled Substance.  Bond set at $10,000 cash on case #23LV-CR00210.

 

Other Arrests:

May 30 at 11:50 p.m. LCSO deputy observed a man driving a vehicle who had a revoked or suspended driver's license.  A stop was made at Washington and Third Streets which resulted in the arrest of Acosta O. Esteban, 29, for said violation.  Mr. Esteban was processed at the Law Enforcement Center and released on summons.

May 31 LCSO extradited Stephanie Standley, 34, from the Daviess Dekalb Regional Jail and transferred her to the Clinton County Jail on Livingston County arrest warrant(s) for alleged Failure to Appear in Court on Stealing, Speeding, Peace Disturbance and Failure to Obey Judge's Order on Possession of Controlled Substance.

May 31 LCSO served Livingston County arrest warrant on Madeline Grace Ellis, 18, for alleged Violation of Bond Conditions on original class D felony Possession of Controlled Substance.  Ms. Ellis was transported to the Clinton County Jail in lieu of bond.

June 01 LCSO extradited Cerinna Anders, 30, from Kansas City and transferred her to Clinton County Detention Center on Livingston County arrest warrant for alleged Burglary.

June 03 at 2:23 p.m. LCSO arrested Marc W. Darnell, 55, Chillicothe on Livingston County arrest warrant 23LV-CR00111 for alleged Failure to Appear in Court on original class D misdemeanor Operating Motor Vehicle on Highway Without a Valid License-1st offense.  Mr. Darnell was taken to the Caldwell County Detention Center in lieu of $500 bond.

June 05 LCSO extradited Dominick Vincent Georgetti, 54, from the Morris County Kansas Sheriff on Livingston County arrest warrant 23LV-CR00209 for alleged Failure to Appear in Court on Burglary-2nd degree and Stealing.  Mr. Georgetti was transferred to the Caldwell County Detention Center in lieu of bond.

June 07 LCSO arrested Christopher Michael Newsome, 41, Independence on Livingston County arrest warrant 22LV-CR00560 for alleged class D felony Possession of Controlled Substance.  Mr. Newsome was processed at the Law Enforcement Center and released on bond.

June 08 LCSO at 11:34 a.m. LCSO arrested Natasha Renea Haggard, 33, Columbia, on Livingston County arrest warrant 22LV-CR00463-01 for alleged class E felony Endanger Correctional Employee/Visitor/Another Offender by Attempt/Knowingly Cause Person to Come in Contact with Bodily Fluids.  Ms. Haggard was processed and released on bond.

June 08 at 11:40 a.m. LCSO arrested Joseph Wayne Webb, 28, Chillicothe, on Livingston County arrest warrant 23LV-CR00031-01 for alleged class D felony Stealing-$750 or More.  Mr. Webb was processed and transferred to Caldwell County Detention Center in lieu of bond.

June 08 LCSO arrested Nicole Marie Irving, 38, on Livingston County Court ordered commitment to serve 2 days in jail on charge of Endangering Welfare of a Child.

June 09 at 4:08 p.m. LCSO arrested Kimberly Dyann Draper, 25 on Livingston County arrest warrant 23LV-CR00018-01 for alleged class D felony Possession of Controlled Substance.  Ms. Draper was processed at the LEC and transferred to Daviess Dekalb Regional Jail in lieu of bond.

June 12 LCSO assisted the Chillicothe Police on a criminal investigation of property damage at a local motel/hotel.  LCSO responded to an address in Wheeling and arrested Alexis Cheyenne Knouse, 26, Wheeling, for alleged Property Damage.  Ms. Knouse was transferred to the custody of the Chillicothe Police.

June 14 at 1:30 p.m. deputy spotted vehicle on U.S. 36 west of Chillicothe traveling at 87 in a 65.  Traffic stop resulted in detention of two juveniles, evidence suggests one juvenile was driving during the speeding violation and at some point the two juveniles switched places in the vehicle.  Citation was issued to the alleged driver(s) for speeding and no valid driver's license.  Alcoholic beverage, marijuana, and THC Vape Pen were seized as evidence and juveniles released to their parent(s) at the LEC.  Juvenile Office was also involved.

June 16 LCSO arrested Trinady A. Boley, 21, Brookfield on a Caldwell County arrest warrant for alleged No Seat Belt.  Ms. Boley posted the $10 bond and was released with a new court date.

June 16 at 1:57 p.m. LCSO arrested Stacey Soper, 52, Chillicothe on Livingston County arrest warrant 23LV-CR00263 for alleged class D felony Abuse or Neglect of a Child under section 568.060.5(1)-No Sexual Contact.  Ms. Soper was processed at the LEC and released on bond.

June 16 LCSO arrested Ryan Edward Reeter, 31, Chillicothe, when he surrendered at the Law Enforcement Center on Livingston County arrest warrant 23LV-Cr00265 for alleged class D felony Endangering the Welfare of a Child Creating Substantial Risk-1st Degree-1st offense-No Sexual Contact.  Mr. Reeter was processed and released on $5,000 bond.

 

Citations:

May 31 at 10:10 a.m. a Virginia driver was cited for 84 in a 65 on U.S. 36 at Highway 65.

May 02 at 7:20 p.m. an Illinois driver was cited for 84 in a 65 on U.S. 36 at LIV 269.

June 03 at 2:10 p.m. an Illinois driver was cited for 85 in a 65 on U.S. 36 at LIV 255.

June 09 at 12:55 p.m. an Illinois driver was cited for 88 in a 65 on U.S. 36 east of Chillicothe.

June 19 at 2:10 p.m. a Missouri driver was cited for Failure to Register Motor Vehicle with DOR.

 

Additional Information:

May 30 LCSO extradited Madeline Grace Ellis, 18, from Hamilton PD and transported her to Clinton County Detention Center on Livingston County arrest warrant for alleged Violation of Bond Conditions on original felony Possession of Controlled Substance.

June 01 registered sex offender Lorraine Sue Hatfield, 54, reported moving from 207 Church Street to 103 Asher Street in Chillicothe, MO.

June 06 Presiding Commissioner Ed Douglas signed the Livingston County portion of the grant application prepared by Sheriff Cox on application for the next Deputy Salary Supplement Funds Grant.  If final approval is met at the Missouri Department of Public Safety, qualifying deputies will receive $100 per month additional pay from the grant from July 01, 2023 through June 30, 2024 and Livingston County will be paid for the fringe benefits on these additional funds.

June 06 LCSO extradited Jay Baskett from the Grundy County Jail to appear on a case in Livingston County and returned Mr. Baskett to the Grundy County Sheriff.

June 06 Livingston County registered sex offender Jonathan Meservey reported moving from 800 Cherry Street, Mooresville, MO to Braymer in Caldwell County. 

June 07 LCSO picked up 4 female detainees at Harrison County Jail and 1 female detainee from Clinton County Jail and caused them to appear in Livingston County Associate Court and returned all 5 to the respective housing.

June 07 Caldwell County Detention Center transported 9 male detainees from their facility to Livingston County Associate Court at 9 a.m.  LCSO picked up 1 male detainee from Caldwell County Detention Center and caused that person to appear in Livingston County Associate Court at 1:30 p.m.  All were returned to CCDC.

June 08 LCSO picked up 3 female detainees at Harrison County and 1 female detainee at Clinton County to appear in Livingston County Circuit Court at 9:00 a.m.  All were returned.

June 08 LCSO picked up one male detainee from Missouri Department of Corrections in St. Joseph to appear in Livingston County Circuit Court at 9:00 a.m. and person was returned to DOC.

June 08 Caldwell County Detention Center transported 7 male detainees to the Livingston County Courthouse to appear in Livingston County Circuit Court at 9:00 a.m.  All were later returned.

June 08 LCSO picked up 1 male detainee at Caldwell County Detention Center to appear in Livingston County Circuit Court at 1:30 p.m. and subject was later returned to CCDC.

June 12, LCSO notified registered sex offender Richard Evan Hawes moved from Livingston County to St. Francois County, Missouri.  We have removed Mr. Hawes from our roster.

June 14 LCSO transferred detainee Rachel Waldrep, Madeline Ellis and Raychell Vandenberg to the Missouri Department of Corrections in Vandalia per Court order.

June 15 LCSO transferred detainees Jason Reeter, Drayton Williams, Jeffery Morris, and Tyler Tadlock to the Missouri Department of Corrections in St. Joseph per Court orders.

Recently Chief Deputy Michael Claypole received a call from the prosecutor's office regarding a speeding citation he had recently issued to an out-of-state driver for excessive speed and our chief deputy noted the driver was way less than friendly during the contact.  The prosecutor's office received a call this week from the person claiming his identification had been stolen and he had not been issued any kind of ticket from our office; therefore it must have been the person who stole his license.  Upon reviewing the body camera footage Chief Deputy Claypole had clear recorded view of the driver which matched the photo on the driver's license in the video.  This information was shown to the prosecutor's office who subsequently informed the caller of our evidence.  Guess who suddenly changed their mind and decided to pay the speeding ticket without further comment?

LCSO has been extremely busy with minor calls for service, mental health issues, meetings, criminal and fugitive investigations, assisting other agencies, checking rural area businesses and properties, and other statutory obligations.

Currently the LCSO has 34 people in custody.
