Incident Reports:

June 21 at 8:54 a.m. LCSO responded to LIV 230 and LIV 243 to check the well-being of a male laying in the grass.  Investigation determined the male is homeless and in need of mental health attention.  Assistance was offered/provided along with a Crisis Intervention Team (CIT) report being completed and submitted for additional services.

June 21 LCSO responded to a location in Dawn involving a suicidal person.  That individual was found to be a juvenile who was provided additional assistance and care.  A CIT form was also completed for additional services.

June 23 about 8:50 p.m. LCSO responded to Chula regarding report of intoxicated male driving vehicle in carless manner without permission to have the vehicle.  Deputies learned this incident had also turned into possible domestic violence.  Further investigation resulted in the arrest of Gerald Joseph Ratcliffe, 31, Chula for alleged Tampering with Motor Vehicle and property damage.  Upon being arrested Mr. Ratcliffe reportedly head butted our patrol vehicle which caused damage to our vehicle.  Mr. Ratcliffe was processed at the LEC and incarcerated in the Caldwell County Detention Center.  Livingston County Associate Court later issued an arrest warrant for Mr. Ratcliffe for alleged felony Property Damage-1st degree with bond initially placed at $7,500.

June 24 LCSO assisted another agency on a reported rape investigation.  Information and evidence were collected and submitted to the respective agency.

June 28 LCSO began investigation on alleged Sex Offender Registration Violation.  Case will be completed and submitted to prosecuting attorney for consideration.  This resulted in an arrest 6-29-23.

Various calls for service have been handled since our last press release.  Domestic disturbances, suspicious persons/vehicles, traffic and noise complaints, many types of animal issues and follow-up investigations.

 

Most Wanted Updates:

Added June 27:

Gage Logan Manley, 24, Chillicothe, wanted on Livingston County arrest warrant for alleged class C felony Delivery of Controlled Substance.  Bond denied by the Court on case #22LV-CR00384-01 as defendant allegedly walked away from treatment facility while on furlough without permission.  LCSO Jail Management records show Mr. Manley was initially arrested on this case July 24 and released on ROR bond July 25, 2022.  Mr. Manley allegedly failed to obey a Judge's order and was arrested again on September 15, 2022 and released the same date.  Again allegedly failed to obey a Judge's order and arrested October 07-2022 and incarcerated until released on furlough for treatment.

Cancel.  Arrested by CPD 6-27-23.  Gina E. Elam, 36, Chillicothe, wanted on Livingston County arrest warrant for alleged 2 counts class A misdemeanor Non-Support Failure to Appear in Court.  Bond set at $148.00 on case #21LV-CR00435.  LCSO Jail Management Records show Ms. Elam was arrested and in custody on this case March 03-07, 2022 and released with probation continued.

 

Other Arrests:

June 22 LCSO arrested Steven Eugene Hursman, 27, Higginsville, on Livingston County arrest warrant #23LV-Cr00059-01 for alleged class D felony Endangering the Welfare of a Child Creating Substantial Risk-1st degree-1st offense-No Sexual Contact.  Mr. Hursman was incarcerated at Caldwell County Detention Center in lieu of $20,000 bond.

June 28 LCSO deputy arrested Tyler James Ray Sheeler, 30, Chillicothe, on Caldwell County arrest warrant for alleged No Seat Belt.  Mr. Sheeler was released after posting the $10 required bond.

June 29 at 9:45 a.m. LCSO and MSHP served a Knox County felony arrest warrant in Avalon on Billy W. Davis, 44, for alleged Failure to Appear in Court on class D felony Abuse/Neglect of a Child.  Mr. Davis was held without bond at the Caldwell County Detention Center pending pickup by Knox County Sheriff.

June 29 LCSO arrested Tyler Gregory Romero in the 400 block of Clay Street, Chillicothe on Livingston County arrest warrant #23LV-CR00285 for alleged class E felony Fail to Register as a Sex Offender (alleged proximity violation to day care) and class E felony Prior Offender Residing within 1,000 feet of School/Child Care Facility After Conviction/Please Specific Offense-1st Offense.  Bond was initially denied by the Court and Mr. Romero was incarcerated in Caldwell County Detention Center. 

June 29 LCSO extradited Robert Allen Frisk, 32, Trenton, from the Trenton Police on Livingston County arrest warrant for alleged3 counts class A misdemeanor Non-Support.  Bond was set by the court at $1,000 on case #23LV-CR00217.  Mr. Frisk was transferred to the Caldwell County Detention Center in lieu of bond.

July 01 at 12:36 p.m. LCSO deputy stopped a vehicle for 96 in a 65 on U.S. 36 at Mooresville and subsequently arrested Garrett Isaac Fidler, 21, Illinois.  Mr. Fidler was processed at the LEC and released on bond.

July 02 at 12:30 p.m. LCSO deputy stopped an Illinois driver for 93 in a 65 on U.S. 36 at Route CC and subsequently arrested Kevin Daniel Torres, 30.  Mr. Torres was processed at the LEC and released on bond.

 

Citations:

June 20 at 11:10 a.m. a Florida driver was cited for 90 in a 65 on U.S. 36 near Chillicothe.

June 23 at 8:10 p.m. a California driver was cited for 90 in a 65 on U.S. 36 west of Utica.

June 24 at 4:40 p.m. a Pennsylvania driver was cited for 87 in a 65 on U.S. 36 at Medicine Creek.

June 24 at 12:40 a.m. a Utica driver was cited for no auto insurance on a traffic stop.

June 27 at 7:45 a.m. an Illinois driver was cited for 85 in a 65 on U.S. 36 at LIV 261.

June 27 at 8:30 a.m. a Wisconsin driver was cited for 87 in a 65 on U.S. 36 near Mooresville.

June 29 at 11:00 a.m. a Michigan driver was cited for 84 in a 65 on U.S. 36 near Utica.

June 29 at 3:05 p.m. a driver was cited for 80 in a 65 on U.S. 36 near Wheeling Junction.

July 01 at 3:04 a.m. a Missouri driver was cited for failure to drive on the right half of the roadway for violation near U.S. 65 and LIV 300.

July 01 at 3:15 p.m. a Florida driver was cited for 90 in a 65 on U.S. 36 at Mooresville.

 

Additional Information:

June 26 LCSO transported Carol Head, 53, Chillicothe to the Missouri Department of Corrections in Vandalia to attend a 120-day treatment program.

LCSO handled bailiff and security duty for a scheduled 3-day jury trial on a civil matter.

June 28 Associate Circuit Court had a significant amount of court cases and LCSO had additional security at the courthouse due to a potential threat from an individual who was scheduled to appear that day. 

June 28 Caldwell County Detention Center brought 7 male detainees to Livingston County Associate Court.

June 28 LCSO picked up 2 female detainees from Clinton County Detention Center for Associate Court appearance and returned both.

June 28 LCSO picked up 1 male detainee on a writ from the Ray County Sheriff to appear in Livingston County Associate Court and returned the detainee to Ray County.

July 02 at 7:46 p.m. LCSO towed an abandoned 1997 Dodge Caravan which had been abandoned in the middle of the roadway near Route V and LIV 234.  Deputy was unable to contact vehicle owner and Gabrielson Wrecker Service removed the vehicle.

July 03 LCSO transported Jeremy Batson, 50, Chillicothe, to the Missouri Department of Corrections in St. Joseph to serve a 10 year sentence on conviction for felony Domestic Assault.

July 05 LCSO picked up a female detainee from Harrison County Detention Center and a female detainees from the Clinton County Jail for Associate Court.  Both were returned and released from custody.

July 05 LCSO picked up one male for 1:00 p.m. Associate Court from Caldwell County Detention Center.  That person was returned to CCDC after his hearing.

LCSO has been busy with various criminal and fugitive investigations, assisting other agencies with various issues, assisting stranded motorists, calls for service, civil process service and checking many buildings, businesses and other properties each day/night.

Two days last week LCSO was required to guard a detainee in an area hospital who had been admitted on a medical complaint.

Currently the LCSO has 33 people in custody.
