Incident Reports:

July 01 LCSO responded to complaint of abandoned dogs in a residence in Wheeling.  Person reported buying and taking possession of the home and upon doing so found two small dogs in the home which had not been properly cared for.  Investigation shows dog's owner had moved to St. Joseph and left the dogs and property behind inside the mobile home.  Incident report completed and being submitted to the prosecuting attorney for consideration.

July 14 at 7:22 p.m. LCSO began investigation of assault at the Livingston County Fair.  Allegedly the adult female suspect in this case was upset over the price another female sold her rabbit(s) for.  The suspect reportedly struck the victim in the face.  Statements received from several people and report being submitted to the prosecuting attorney for consideration.

July 15 at 9:35 a.m. LCSO began investigation in damage to a water tower in northwest Livingston County.  Investigation continues.

July 16 at 11:24 a.m. LCSO responded to a report of domestic assault in the 8000 block of Highway U.  The male was gone upon arrival of our deputy.  Information was collected and being turned over to the prosecuting attorney for consideration.

 

Most Wanted Updates:

Arrested July 13:

Stephen J. Johnson, 33, arrested by Chillicothe Police on Alleged class C felony Delivery of Controlled Substance and class E felony Resisting Arrest/Detention/Stop by Fleeing-Creating a Substantial Risk of Serious Injury/Death to Any Person.  Bond denied by the court on case #23LV-CR00010.  Offense date November 22, 2022.  And alleged class E felony Resisting Arrest/Detention/Stop by Fleeing-Creating a Substantial Risk of Serious Injury/Death to Any Person.  Bond set at $7,500 on case #23LV-CR00184.  Reportedly Mr. Johnson continued his desire to resist arrest and not be compliant with the CPD officers and then again at the Caldwell County Detention Center.  Mr. Johnson was returned to the Missouri Department of Corrections on July 14, 2023 on a parole warrant by the Caldwell County Detention Center who also reported Mr. Johnson required full body restraint(s) due to his uncooperative behaviors.

Added July 18, 2023:

CANCEL.  Mr. Mason was arrested by Grundy County authorities the evening of July 18, 2023.  Christopher Lee Mason, 44, Chillicothe, wanted on Livingston County arrest warrant for alleged Probation Violation on case #22LV-CR00143-01 for alleged association with prohibited person and alcohol use on original class D felony Possession of Controlled Substance.  LCSO Jail Management records shows Mr. Mason was initially in custody on this warrant on March 20 and released March 21, 2022 on ROR bond.  Again arrested for alleged bond violation on April 20, 2022 and subsequently given furlough to attend treatment program and reportedly walked away and did not return to custody.  Warrant again served June 21, 2022 and remained in custody until August 30, 2022 when released from jail.  We are again seeking Mr. Mason on this warrant.

James Alan Phillips, 55, St. Joseph, wanted on Livingston County arrest warrant 23LV-CR00198 for alleged Failure to Obey judge's Order on Livingston County arrest warrant for alleged 2 counts class D felony Possession of Controlled Substance.  LCSO Jail Management records show Mr. Phillips was in custody on this case May 03-05, 2023 and released on ROR bond.  We are seeking Mr. Phillips on this warrant.

Colton G. Duncan, 39, Chillicothe, wanted on Livingston County arrest warrant 20LV-CR00287-01 for alleged Probation Violation on Livingston County arrest warrant for class D felony Possession of Controlled Substance.  Livingston County Jail Management records shows Mr. Duncan was first in custody on this charge December 8-23, 2020 and released on cash bond.  Again in custody for alleged bond violation February 4-11, 2021 and released to state to attend treatment program. Arrested/incarcerated on alleged probation violation October 2-19, 2021 and released on cash bond.  Again arrested/incarcerated January 30 through February 09, 2023 and released on ROR bond.  We are again seeking Mr. Duncan on this warrant.  Recent information is he was located in Chillicothe by CPD and eluded officers.

Joseph A. Kincaid, 38, Wyaconda, MO, wanted on Livingston County arrest warrant 22LV-CR00061-01 for alleged Probation Violation on class D felony Possession of Controlled Substance.  Warrant shows alleged violations include being arrested in Clark County and charged with Possession of Controlled Substance and No Seatbelt and by admitting to relapse on methamphetamine.  Livingston County Jail Management records shows Mr. Kincaid was arrested/incarcerated previously on this case February 23-24, 2022 and released on ROR bond.  We are now looking for Mr. Kincaid.

CANCEL.  Arrested evening of July 18 by Grundy County authorities.  Kimberly Dyann Draper, 25, Chillicothe, wanted on Livingston County arrest warrant 23LV-CR00018-01 for alleged Violation of Bond Conditions on original class D felony Possession of Controlled Substance on Livingston County arrest warrant 23LV-CR00018-01.  LCSO Jail Management records show Ms. Draper was arrested/incarcerated on this case March 30-May 24, 2023 and released on ROR bond.  Arrested again on alleged Failure to Obey Judge's Order on this case June 8-23, 2023 and released on ROR bond.

 

Other Arrests:

July 05 LCSO arrested Kevin Henry Lee, 35, at Associate Court on Livingston County arrest warrant 23LV-CR00275 for alleged class D felony Possession of Controlled Substance.  Mr. Lee appeared before the judge and was transferred to Caldwell County Detention Center in lieu of $7,500 bond.

July 05 LCSO arrested Kayla Marie Sayers, 33, at Associate Court on Livingston County arrest warrant 23LV-CR00208 for alleged Failure to obey Judge's Order on original class D felony Possession of Controlled Substance.  Ms. Sayers was denied bond by the court and transferred to the Harrison County Detention Center.

July 06 LCSO arrested Lynette Dawn King, 40, South Carolina, on Livingston County arrest warrant 20LV-CR00300-01 for alleged class C felony Deliver of Controlled Substance.  Ms. King was transported to the Clinton County Detention Center in lieu of $20,000 bond.

July 06 at 12:13 p.m. LCSO arrested Sherry Gayle Ritchie, 34, Chillicothe, on Livingston County arrest warrant 22LV-CR00509-01 for alleged class D felony Possession of Controlled Substance.  Ms. Ritchie was transported to the Clinton County Detention Center in lieu of $20,000 bond.

July 06 LCSO arrested John Paul Ashford Jr., 50, Chillicothe on Livingston County arrest warrants 23LV-CR00157-01 for alleged class E felony Driving While Revoked/Suspended, warrant 23LV-CR00085-01 for alleged class E felony Driving While Revoked/Suspended, and warrant 23LV-CR00160-01 for alleged class E felony Driving While Revoked/Suspended.  Mr. Ashford was processed at the LEC and released on bond pending next court appearance.

July 07 LCSO arrested Stephanie Rae Standley, 34, Chillicothe on Livingston County arrest warrants for alleged warrant 22LV-CR00479 Failure to Appear in Court on class D misdemeanor Stealing less than $150, warrant 22LV-CR00423 Failure to Appear on Unlawful Possession of Drug Paraphernalia, bond $150, warrant 22LV-Cr00225 failure to appear class B misdemeanor Peace Disturbance-1st offense, bond set at $250, warrant 703889223 for alleged failure to appear on class C misdemeanor of excessive speed, bond set at $172.

July 15 at 7:50 a.m. a deputy checked a westbound vehicle at 91 in a 65.  The stop resulted in the arrest of James Habeger Owen, 23, Colorado for the speeding violation.  Mr. Owen was processed at the LEC and released with summons after posting $250 bond.

July 16 at 4:57 p.m. a deputy checked an east bound vehicle consistently traveling at 100 in a 65 on U.S. 36 near LIV 259.  The vehicle finally stopped for the deputy at the Livingston/Linn County line.  The stop resulted in the arrest of Jovany Arzeta, 19, Illinois for the excessive speed.  Subject was processed at the LEC and released with summons after posting $250 bond.

July 17 LCSO extradited Sidney Kiger, 31, St. Joseph from the Buchanan County Sheriff on Livingston County arrest warrant for alleged Failure to Appear in Court on misdemeanor Domestic Assault and City of Chillicothe arrest warrant for alleged Failure to Appear on Assault.  Mr. Kiger was transferred to the Caldwell County Detention Center.

July 10 at 11:00 a.m. an Illinois driver was cited for 82 in a 65 on U.S. 36 at Mooresville.

July 11 at 3:20 p.m. a Missouri driver was cited for no auto insurance on U.S. 36 at LIV 269.

July 13 at 1:40 p.m. a Kansas driver was cited for 88 in a 65 on U.S. 36 at LIV 269.

July 15 at 7:50 a.m. a Colorado driver was cited for 91 in a 65 on U.S. 36 at Route CC.

July 15 at 8:00 p.m. a Michigan driver was cited for 80 in a 65 on U.S. 36 at Muddy Creek.

July 16 at 5:55 p.m. an Illinois driver was cited for 77 in a 65 on U.S. 36 at LIV 259.

July 17 at 3:05 p.m. a Missouri driver was cited for Failing to Yield on Washington Street in Chillicothe.

 

Additional Information:

July 06 LCSO picked up one female detainee from Harrison County Detention Center to appear in Livingston County Circuit Court and returned same.

July 06 LCSO picked up on male detainee from the Missouri Department of Corrections in Maryville on a writ and a male detainee from the Caldwell County Detention Center to appear in Livingston County Circuit Court and returned same.

July 06 LCSO picked up one female detainee from the Platte County Jail to appear in Livingston County Circuit Court and returned same.

July 17 LCSO assisted Chillicothe PD by transporting a female detainee from the LEC to Harrison County Detention Center.

July 18 LCSO transferred Nola C. Glasgow, 35, from the Harrison County Detention Center to the Missouri Department of Corrections on a Missouri Parole Warrant.

LCSO has handled numerous traffic complaints, other calls for service, property/business/building checks at all hours of day/night, assisted other agencies, continued with many criminal and fugitive investigations.

Recently Sheriff Cox requested assistance from the Caldwell County Sheriff to conduct an investigation in Livingston County due to special circumstances.  That report has been completed and submitted to the prosecuting attorney for consideration.

July 18 LCSO began bailiff duties for a projected 4 day jury trial in Circuit Court.

July 19 about 7:58 a.m. a MSHP Trooper checked a westbound which colored Porsche SUV on U.S. 36 near LIV 261 at 170 in a 65.  The vehicle eluded officers before a stop could be made or other offices to get into position to assist. 

July 19 LCSO transported 7 male detainees from Caldwell County Detention Center, 1 female detainee from Clinton County Detention Center and 1 female detainee from the Harrison County Detention Center for Livingston County Associate Court and returned same.

July 19 LCSO extradited Christopher Mason from the Grundy County Sheriff and transferred him to the Caldwell County Detention Center.

July 19 LCSO extradited Kimberly Draper from the Grundy County Sheriff and transferred her to the Harrison County Detention Center.

Currently LCSO has 36 people in custody.
