Incident Reports:

July 21 Chillicothe PD officers located 2 juveniles in a city park in the middle of the night with marijuana and alcoholic beverage.  Their investigation was subsequently turned over to LCSO as an adult male was identified as the person who allegedly supplied the alcoholic beverage to the minor.  All persons interviewed and report being submitted to the Prosecuting Attorney for consideration.

July 24 LCSO assisted foster parents on an issue where a foster child reportedly had been in possession of marijuana/paraphernalia.

July 25 LCSO assisted the MSHP with a male walking on U.S. 36 and reportedly trying to get into a boat which was parked on private property.  The subject gave "his name" to the officers and claimed to have recently been released from prison in California for assault on a law enforcement officer.  The subject claimed to be staying at the Community Resource Center and was given a ride back to there.  A while later a person reported to the police department of his wallet being stolen.  The deputy informed the CPD the transient they had checked on was claiming to be the man with the stolen wallet.  Further investigation led to the recovery of the wallet and proper identification of the suspect along with admission of where the wallet was picked up and unlawful use of the proper owner's name.  CPD handled the remainder of the investigation.

July 31 LCSO began investigation into the death of an elderly male at his home in northwest Livingston County.  Deputy Coroner and CDES assisted at the scene.  Preliminary investigation suggests natural causes.  Our thoughts and prayers remain with the family and friends.

August 02 at 10:20 a.m. LCSO responded to a report of Domestic Disturbance in the 5000 block of Highway A.  Only one person was present upon arrival and no evidence of a criminal violation was found.  The people had already separated.

August 03 LCSO responded to an area in western Livingston County on a call from a person worried their spouse had committed suicide.  Everyone was found to be okay, no evidence was obtained of anyone being suicidal or harmful to others.  CIT report completed.

Arrested August 06:

Trenell D. Beard, 50, arrested by LCSO on Livingston County arrest warrant #22LV-CR00012-01 for alleged Probation Violation on original class D felony Possession of Controlled Substance.  Warrant lists alleged violation as DRUGS, by testing positive for amphetamine, methamphetamine and THC.  DIRECTIVES, by failing to report on 01-23-2023 as directed.

 

Other Arrests:

July 19 at 1:01 p.m. LCSO deputy stopped a vehicle on U.S. 36 which passed him and had expired March 2023 license plates.  The owner/driver, Ruther Ruben, 37, St. Joseph was subsequently arrested for Driving While Revoked-4th offense.  Mr. Ruben was processed at the LEC and released pending court appearance.

July 25 at 2:45 p.m. LCSO deputy checked an eastbound Camaro at 80 in a 65 on U.S. 36 west of Chillicothe.  The stop resulted in the arrest of Cristel Rosio Albeno-Enriquez, 23, Guatemala, for the alleged speeding and no driver's license.  Ms. Albeno-Enriquez was processed at the LEC and released on summons.

July 25 LCSO served Livingston County arrest warrant 23LV-Cr00198 on James Alan Phillips, 55, St. Joseph for alleged Failure to Obey a Judge's Order on original 2 class D felony Possession of Controlled Substance charges.  Mr. Phillips was transferred to the Caldwell County Detention Center in lieu of bond.

July 26 LCSO deputy arrested Gary Alvin Johnson, 64, Chillicothe on Livingston County arrest warrant 23LV-Cr00276 for alleged Failure to Obey a Judge's Order on original class D felony Possession of Controlled Substance (methamphetamine).  Mr. Johnson was processed at the LEC and released on bond.

July 27 at 10:22 a.m. LCSO deputy checked an eastbound SUV on Highway 36 near Utica at 91 in a 65.  Stop resulted in the arrest of Christin Anne Breese, 21, Michigan, for the speeding violation.  Ms. Breese was processed at the LEC and released on summons after posting bond.

July 28 LCSO served Livingston County arrest warrant 23LV-CR00190 on Willie B. Brookshier, 38, Mooresville, when he surrendered to the LEC and posted the $150 bond for the alleged Failure to Appear in Court on class D misdemeanor Driving While Revoked/suspended-1st offense.

July 29 at 11:04 a.m. LCSO deputy was at Utica and checked an eastbound mustang at 92 in a 65 on U.S. 36 at Route C.   The stop resulted in the arrest of Shaun Bradley Catlett, 35, Kansas City, for the speeding and no auto insurance and he was processed at the LEC and released on summons.

July 30 at 10:20 a.m. LCSO deputy checked a westbound SUV on U.S. 36 passing all other traffic at 91 in a 65.  The stop resulted in the arrest of Angie H. Cha, 29, Illinois for the speeding violation.  Ms. Cha was processed at the LEC and released on summons.

July 30 at 1:00 p.m. LCSO deputy checked an eastbound SUV on U.S. 36 near Utica at 98 in a 65.  The stop resulted in the arrest of Rosalind Marie McPeters, 53, St. Louis, for the speeding violation.  Ms. McPeters was processed at the LEC and released on summons.

August 07 LCSO arrested Shimar V. Owens, 39, when he surrendered to the LCSO on Livingston County arrest warrant 22LV-CR00502-01 for alleged Probation Violation on original felony DWI.  Mr. Owens was transferred to the Caldwell County Detention Center in lieu of bond.

 

Citations:

July 22 at 9:00 a.m. a Missouri driver was cited for 81 in a 60 on U.S. 65 near Grand River.

July 24 at 10:55 a.m. a Mississippi driver was cited for 87 in a 65 on U.S. 36 near Wheeling.

August 01 at 4:23 p.m. a Kansas driver was cited for 83 in a 65 on U.S. 36 at LIV 259.

August 01 at 4:50 p.m. a Missouri driver was cited for 79 in a 65 on U.S. 36 at LIV 255.

August 01 at 6:10 p.m. an Illinois driver was cited for 82 in a 65 on U.S. 36 and 65.

August 02 at 10:00 a.m. a Missouri driver was cited for Failure to Register Vehicle with DOR on a stop at U.S. 65 and 36.

 

Additional Information:

July 26 LCSO picked up one female detainee from the Harrison County Detention Center to appear in Livingston County Associate Court and returned same.

July 26 LCSO picked up 6 male detainees from the Caldwell County Detention Center to appear in Livingston County Associate Court and returned the same.

July 26 LCSO extradited Julius Boyd, 44 from the Wyandotte County Kansas Sheriff on Livingston County arrest warrant for alleged Violation of Bond Condition on original felony Possession of Controlled Substance.  Mr. Boyd was returned to Missouri and was taken to the Caldwell County Detention Center in lieu of bond.

August 02 LCSO extradited Chandler P. Griffith, 24, from the Barry County Sheriff on Livingston County arrest warrant for alleged Failure to Obey Judge's Order on original felony Drug Possession violation.  Mr. Griffith was transferred to the Caldwell County Detention Center in lieu of bond.

April 07 LCSO transferred detainee Sherry Ritchie from the Clinton County Detention Center to the Harrison County Detention Center as Clinton County needed additional room for maintenance work.

LCSO has handled many calls for service, conducted significant numbers of building/property/business checks at all hours of the day and night, assisted citizens in various ways from mental health issues to stranded motorists, and continued with criminal and fugitive investigations.

Currently the LCSO has 40 detainees in custody.
