Incident Reports:

August 29 at 4:47 p.m. LCSO assisted EMS and Chillicothe Police at a local medical office with a mental health patient in need of additional assistance and completed a CIT report to help generate additional services.

August 29 at 6:17 p.m. LCSO responded to an address on Route V on a reported disturbance.  The caller may be having mental and other health issues.  No evidence of a disturbance or other problems.  Family members were spoken with and a CIT report was completed for possible additional services.

September 01 LCSO completed an investigation of sex offender registration violation which resulted in the arrest of William Russell Helm, 47, Chillicothe.  Mr. Helm was processed at the LEC and released pending formal charges being filed.  Mr. Helm has a 1994 Livingston County conviction for sexual abuse with victim less than 12 years of age, a 2010 Buchanan County conviction for Failing to Register as a Sex Offender and a 2022 Livingston County conviction for Failing to Register as a Sex Offender.  Mr. Helm is now compliant with registration.

September 02 at 10:06 a.m. LCSO responded to Dawn regarding a trespasser and peace disturbance on 4th Street.  Reporting person claimed neighbor came onto their property yelling at them about their dog(s).  Reporting person requested neighbor be trespassed from their property.  Neighbor contacted admitted to issue as reporting persons dog had been chasing and/or killing poultry on his property.  Neighbor advised of being trespassed from adjoining property and reporting person advised to keep their dog(s) on their own property.

September 02 at 9:56 p.m. LCSO deputies assisted an adult in rural Livingston County who claims to have had a device planted inside their body when they did drugs with some friends 6 months ago and is now hearing voices from inside their body.  The individual reported having previously been with mental health professionals, refuses to take prescribed medications, was no threat of harm to self or others, and did not want to listen to advice from deputies.  CIT reported completed for help with additional services.

September 07 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office of a juvenile allegedly causing a peace disturbance at school.  Parent(s), juvenile office and school administration are handling the matter.

September 07 about 5:04 p.m. LCSO was called to an address in Wheeling where an adult male was reportedly out of control and damaging property at the parent(s) home.  Deputies arrived and learned the adult male had fled, had recently been in possession of a rifle, and were shown area(s) of recent damage.  A firearm which had the serial number illegally removed was recovered at the scene.  Investigation located suspect in the 800 block of Highway B and led to the subsequent arrest of Joshua C. Caudill, 35, Wheeling for alleged felony Unlawful Possession of a Firearm (convicted felon).  Mr. Caudill was transferred to the Caldwell County Detention Center and has been officially charged in Livingston County Associate Court with case #23LV-CR00412 class D felony Unlawful Possession of a Firearm and remains in custody in lieu of bond.  Investigation shows concerns of illicit drug use being a contributing factor.

September 08 LCSO began investigation of theft of a Bosch Red 100' self-leveling outdoor rotary laser from a building in the 19000 block of LIV 351.  Investigation continues.

September 08 LCSO checked residence on LIV 359 on report dogs were being neglected as the animal owner was away for several days.  The dogs appeared to be okay and there was food and water for the animals.

September 11 LCSO responded to call on Liv 403 where a male was reportedly carrying multiple firearms and trespassing.  All persons were interviewed and no crime occurred.   

 

Most Wanted Updates:

September 12 LCSO added the following persons to the Most Wanted fugitives list on our website (www.livcoso.org):

Macie Nicole Parrent, 37, St. Catharine, wanted on Livingston County warrant for Alleged Failure to Appear in Court on original class D felony Delivery Controlled Substance and class D felony Possession of Controlled Substance.  Bond set at $10,000 on case #23LV-CR00292.

Ronnie Lance McCallister, 47, East Liverpool Ohio, wanted on Livingston County warrant for alleged Failure to Appear in Court on original class E felony Harassment-1st degree.  Bond set at $5,000 on case #22LV-CR00453.

Amber R. Walton, 45, Homeless, wanted on Livingston County warrant for alleged Failure to Appear in Court on original class D felony Possession of Controlled Substance.  Bond set at $10,000 on case #23LV-CR00277.

Michael Cortez Sanders, 34, unknown, wanted on Livingston County warrant for alleged Probation Violation on original class E felony Driving While Revoked/Suspended.  Warrant lists alleged violations of probation include:  RESIDENCY, residence is vacant and defendant has not notified probation officer of current residence.  EMPLOYMENT, defendant was terminated from employment and failed to notify probation officer.  REPORTING/DIRECTIVES, defendant was in vehicle during traffic stop driven by person also on probation.  SPECIAL CONDITION, defendant was found in the company of person on probation and not to associate with drug users.  Bond set at $20,000 on case #23LV-CR00106-01.

Shawn Mykel Geary, 53, Wheeling, wanted on Livingston County warrant for alleged Failure to Appear in Court on original class E felony Driving While Revoked/Suspended.  Bond set at $1,500 on case #23LV-CR00231.

 

Other Arrests:

August 28 at 1:00 p.m. LCSO arrested Norman Justin Caselman, 43, on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance.  Warrant lists alleged violation as "DRUGS, by testing positive for amphetamine and methamphetamine."  Mr. Caselman was transferred to the Caldwell County Detention Center in lieu of bond.

August 28 at 1:20 p.m. LCSO arrested Matthew Brett Curtis, 42, Chillicothe, in the 600 block of Commercial Street on Livingston County arrest warrant for alleged 2 counts class D felony Assault-2nd degree.  Mr. Curtis was processed at the LEC and transferred to the Caldwell County Detention Center.

August 29 at 9:55 a.m. LCSO arrested Darla Lea Shipley, 49 in the 400 block of S. Washington Street on Livingston County arrest warrant for alleged 2 counts class A misdemeanor Passing Bad Check.  Ms. Shipley was transported to and processed at the Law Enforcement Center where she posted cash bond of $1,107.50 and was released with court date.

August 30 at 2:33 p.m. Jerry Dale Parrack, 53, Chillicothe surrendered to the LCSO on Livingston County arrest warrant for alleged class D felony Assualt-2nd degree, class D felony Endangering Welfare of a Child-1st degree-No Sexual Contact, and class E felony Property Damage-1st degree.  Mr. Parrack was unable to post bond and transferred to Caldwell County Detention Center pending Court appearance.

September 01 at 6:22 p.m. LCSO deputy observed a male driving who was known not to have a valid driver's license at U.S. 36 and LIV 259.  The subsequent stop resulted in the arrest of Robert Henry Mammen, 70, Chillicothe, for alleged felony Operating Motor Vehicle on Roadway without a Valid License-3 or subsequent offense.  Mr. Mammen was processed and released on summons.

September 05 at 8:30 a.m. LCSO deputy stopped a vehicle on U.S. 36 for 82 in a 65 at Utica Jct.  This resulted in the arrest of Sergio Sanchez, 45, Overland Park Kansas, for the speeding and no valid driver's license.  Mr. Sanchez was processed at the LEC and released pending Court appearance.

September 07 at 2:30 p.m. Livingston County Circuit Court Judge ordered LCSO take Amanda Nicole Scheib, 30, Chillicothe, into custody for alleged Violation of Bond Conditions.  Ms. Scheib was transferred to Daviess Dekalb Regional Jail.

September 09 at 11:20 a.m. LCSO deputy checked an east bound vehicle on U.S. 36 at Highway CC at 84 in a 65.  As the deputy was attempting to stop the vehicle it accelerated to 96 in a 65 and after a mile the suspect began to slow and finally stopped.  The driver, Elijah Rashad Thomas, 27, Alabama, was arrested for the 96 in a 65, processed at the Law Enforcement Center and released with summons after posting bond.

September 10 at 8:50 a.m. LCSO deputy stopped vehicle for 91 in a 65 on U.S. 36 near LIV 257 and subsequently arrested Kellishandra Constance Mendoza, 23, New Paris, Indiana for the excessive speed.  Ms. Mendoza was processed at the LEC and released on summons after posting bond.

 

Citations:

(LCSO issued the following citations for speeding on LIV 228, 237, or 239 due to complaints of high school traffic driving careless and imprudent.  These areas are posted 35 MPH:

August 31 at 3:15 p.m. citation to student for 69 in a 35.

September 01 at 3:16 p.m. citation to student for 60 in a 35.

September 01 at 3:20 p.m. a student was issued a citation for 61 in a 35.)


August 18 at 1:00 p.m. a Missouri driver was cited for 86 in a 65 on U.S. 36 at LIV 255.

August 18 at 4:35 p.m. a Missouri driver was cited for 84 in a 65 on U.S. 36 east of Chillicothe.

August 31 at 11:00 a.m. a Missouri driver was cited for 76 in a 65 on U.S. 36 at Muddy Creek.

September 04 at 8:45 a.m. an Illinois driver was cited for 89 in a 65 on U.S. 36 at Wheeling Junction.

September 05 at 12:10 p.m. an Illinois driver was cited for 87 in a 65 on U.S. 36 at Wheeling.

September 05 at 3:39 p.m. a Kansas driver was driving westbound on U.S. 36 three miles east of Chillicothe at 95 in a 65.  The driver was stopped mile west of Chillicothe and claimed to be looking for a restroom.  The driver was cited for careless and imprudent driving by extreme speed in heavy traffic.

September 06 at 1:47 p.m. Michigan driver was stopped on U.S. 36 for 90 in a 65 at Mitchell Road.  Driver and passenger had been travelling 11 hours and were headed to Kansas City for Chiefs/Lions game on the 7th.

September 09 at 11:20 a.m. a Florida driver was cited for 90 in a 65 on U.S. 36 at Highway CC.

September 10 at 8:30 a.m. an Indiana driver was cited for 91 in a 65 on U.S. 36 at LIV 257.

September 10 at 2:10 p.m. an Illinois driver was cited for 88 in a 65 and operating motor vehicle without a valid license on U.S. 36 near Mooresville.

September 12 at 8:23 a.m. a Kentucky driver was cited for 89 in a 65 on U.S. 36 near Wheeling in the fog.

 

Additional Information:

September 05 Daviess Dekalb Regional Jail called to inform us about specific male detainee being very violent/combative/self-harm where they have had to use force including OC/Pepper Spray.  Asked for us to try and locate another jail for subject.  Unable to locate any jail facility able to hold the person.

Reminder, a member of the LCSO is at the Livingston County Courthouse by order of the 43rd Judicial Circuit for court security.  We have specific rules to follow.  If someone does not want to deal with security there is always the options to take care of most business by phone, mail, or online.  We truly appreciate everyone's cooperation.

Recent LCSO Poll Question was to gather your opinions on the new Missouri law restricting drivers to hands free cell phone operations.  Of those voting, 65.9% either wanted every state to do this or thought it is about time Missouri did.  9.1% believe only should apply to minors, 16.5% does not agree with it and 8.5% knew nothing about this.  Thank you for sharing your opinion.

LCSO recently learned one detainee we have at a treatment facility (on court order) allegedly was in that facilities recreation yard and climbed a tree in attempt to escape but fell from the tree and broke a leg.  Medical care was provided.

September 04 LCSO received call for service near Trenton Road and railroad tracks of a horse that had been struck by a train and cut in half.  Animal owner notified.

Last week a detainee on suicide watch reportedly attempted to drown themselves in the toilet.  Five detention officers were required to gain physical control of the detainee.  Additional mental health resources are being sought.

Last week a detainee in Court apparently had some type of medical issue and an ambulance was summoned.  LCSO employee guarded the detainee at HMC during examination and was the detainee was later returned to custody.

LCSO has been using multiple detention facilities for male and female detainees due to population status in area jails. 

On Tuesday, September 12, LCSO currently had 41 people in custody, 8 of which are female detainees.

Tuesday, September 12 LCSO transferred 3 male detainees from the Caldwell County Detention Center to the Missouri Department of Corrections in St. Joseph.

LCSO has continued with on-going investigations which includes search warrants for evidence from social media account(s), cell phone(s) content, witness interviews, fugitive investigations, handled many calls for service, patrol vehicle repairs, assisted other agencies with criminal matters and traffic accidents, many business/property checks and much more.
