Public Information on LCSO Activities

Incident Reports:

October 01 at 3:39 p.m. LCSO responded to Route A on a reported domestic disturbance.  All persons were interviewed and no criminal violation took place.  Both agreed to separate for the remainder of the day and cool off.

October 05 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office of an assault which reportedly took place on school property involving 3 juveniles.  The two male juveniles were allegedly involved in harassing a female juvenile and after some time the female assaulted both boys.  Parents notified and school administration is handling in addition to the juvenile office.

October 06 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office of an assault which took place on school property involving 2 male juveniles.  Parents notified and school officials and juvenile office are handling the matter.

October 08 LCSO investigate a report of stealing in Mooresville.  Victim claims unknown person removed their address numbering sign.

October 10 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office regarding a parent allegedly not compelling her child to attend school.  Report being submitted to the prosecuting attorney for review.

October 11 at 6:00 p.m. deputy checked a westbound vehicle on U.S. 36 at LIV 255 at 89 in a 65.  Deputy was attempting to stop the suspect vehicle and witnessed the driver attempt to drive between 2 semi-trucks that were beside each other on U.S. 36.  Upon stopping the vehicle the deputy noticed a strong odor of marijuana and the driver displayed indications of intoxication.  Further investigation resulted in the arrest of Hunter Alan Atwater, 27, Chicago, for alleged Driving While Intoxicated-drugs and excessive speed.  Mr. Atwater was processed at the LEC and evidence submitted to the Missouri State Highway Patrol Crime Lab for analysis.

October 11 Deputy Sheriff/School Resource Officer Mike Lewis filed a report for peace disturbance, trespassing and resisting arrest with this office on a juvenile who was refusing to follow requests from school official and later with Deputy Lewis.  The Juvenile had to be led to the office where the juvenile was yelling obscenities and being a disruption to the school and was removed to the Law Enforcement Center.  Parent(s), juvenile office and school administration are involved in the process now.

October 11 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office for alleged harassment at CHS between one or more students.  Parents, juvenile office and school administration are aware of incident.  Investigation has been completed and report being submitted to juvenile office.

October 12 at 9:35 p.m. deputy checked north bound vehicle on U.S. 65 at LIV 226 at 80 in a 60 and active emergency equipment to immediately stop vehicle but suspect driver accelerated to over 100 and was eventually stopped in a private drive.  The juvenile driver initially attempted to walk away from the deputy.   Further investigation resulted in juvenile driver being detained for alleged driving while intoxicated, possession of intoxicants and traffic offenses.  Parent(s) were notified and juvenile processed at the Law Enforcement Center and released to parent.  MSHP assisted LCSO.

October 13 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office regarding a reported assault on CHS property.  School administration and parents are involved and the parent(s) do not wish to seek prosecution however we are required to forward the report to the juvenile office for their review.

October 16 a property damage and trespassing took place near LIV 502 and LIV 519.  Unknown person(s) intentionally drove through a standing corn field causing nearly $300 in damage.  Investigation continues.

October 16 deputy made traffic stop on vehicle on U.S. 36 and found the Kirksville resident was on probation/parole for drug offenses and in possession of a spoon coated with white powder.  This is being submitted to the Missouri State Highway Patrol Crime Lab for testing.  The driver was cited for 84 in a 65.

October 17 LCSO completed an investigation of Failure to Register as a Sex Offender.  The incident report is being submitted to the prosecuting attorney for consideration.

October 18 incident with CHS school trip where a juvenile student reportedly brought marijuana on a school function.  Deputy Sheriff/School Resource Officer Mike Lewis has completed the investigation which included the juvenile office and parent(s).  School administration are handling their end of this while the juvenile office is handling the rest.

October 23 LCSO worked on a run-a-way juvenile case from the northern part of Livingston County.  The juvenile was found safe but on a rural roadway and was taken to a safe location with parental consent.

 

Arrests:

October 05 at 9:58 a.m. LCSO arrested Jack Alvin Vaughn, 23, Chillicothe, on Livingston County arrest warrant #23LV-CR00064-01 for alleged class D felony Possession of Controlled Substance.  Mr. Vaughn was transferred to Caldwell County Detention Center in lieu of bond.

October 05 at 11:00 a.m. Circuit Court ordered Andrea Kasie Holder, 48, Braymer taken into custody.  LCSO arrested Ms. Holder on Livingston County arrest warrant #23LV-CR00151-01 for alleged class E felony Unlawful Use of Weapon-Subsection 11-Possess Weapon and a Felony Controlled Substance.  Ms. Holder was transferred to Caldwell County Detention Center in lieu of bond.

October 05 at 11:00 a.m. LCSO arrested Sarah Nicolle Moore, 48, Princeton, at the request of the court on case #23LV-CR00047-01 on original class E felony Driving While Revoked/Suspended.  Ms. Moore was transferred to the Caldwell County Detention Center in lieu of bond.

October 16 LCSO arrested Rebecca Kay Bakker, 60, Chillicothe in court on court ordered commitment to the Missouri Department of Corrections.  Ms. Bakker was transferred to the Caldwell County Detention Center.

October 19 LCSO arrested Sara Elizabeth Eller, 25, Chillicothe, on Livingston County arrest warrant 23LV-CR00408 for alleged Failure to Obey Judge's Order on original 3 counts class D felony Endangering Welfare of a Child-1st degree-1st offense-No Sexual Conduct.  Ms. Eller was transferred to the Caldwell County Detention Center in lieu of bond.

October 22 at 5:53 p.m. LCSO deputy stopped a vehicle on U.S. 36 for 97 in a 65 and subsequently arrested Alex Enrique Diaz-Jacinto, 20, Kansas City Kansas for the speeding violation.  Driver was processed at the LEC and posted the $250 bond and released on the summons.

October 03 at 9:20 p.m. a Missouri driver was cited for 50 in a 35 on Washington Street and Business 36.

October 06 at 8:40 a.m. an Illinois driver was cited for 89 in a 65 on U.S. 36 near Mooresville Junction.

October 05 at 6:05 p.m. an Illinois driver was cited for 85 in a 65 on U.S. 36 at LIV 251.

October 15 at 6:27 p.m. deputy issued Missouri driver citation for Failing to Register Motor Vehicle on stop at U.S. 36 and Route C.

October 16 at 10:50 a.m. an Alabama driver was cited for 84 in a 65 on U.S. 36 at Mooresville.

October 16 at 12:00 p.m. a Missouri driver was cited for 90 in a 65 on U.S. 36 at LIV 425.

October 16 at 12:20 p.m. an Illinois driver was cited for 87 in a 65 on U.S. 36 at Mooresville.

October 17 at 12:15 p.m. a Missouri driver was cited for 90 in a 65 on U.S. 36 at Mooresville.

October 17 at 1:40 p.m. a Missouri driver was cited for 69 in a 55 on Highway 190 at Highway Y.

October 18 at 6:14 p.m. a Missouri driver was cited for 87 in a 65 on U.S. 36 at Highway CC.

October 18 at 10:50 p.m. a Missouri driver was cited for 67 in a 45 on Highway 65.

October 19 at 9:00 a.m. a Missouri driver was cited for 90 in a 65 on U.S. 36 at LIV 233.

October 19 at 6:45 p.m. a Missouri driver was cited for 90 in a 65 on U.S. 36 at LIV 255.

October 20 at 6:40 p.m. an Illinois driver was cited for 90 in a 65 on U.S. 36 at Route C.

October 20 at 6:58 p.m. a Missouri driver was cited for 83 in a 65 on U.S. 36 near Utica.

October 21 at 1:30 p.m. a Kansas driver was cited for 88 in a 65 on U.S. 36 at Mooresville Jct.

October 21 at 1:50 p.m. an Indiana driver was cited for 90 in a 65 on U.S. 36 at Mooresville Jct.

October 21 at 3:35 p.m. an Illinois driver was cited for 83 in a 65 on U.S. 36 at LIV 435.

October 23 at 10:50 a.m. a Missouri driver was cited for Failure to Register Motor Vehicle with DOR for having expired October 2022 license plates.

October 23 at 11:15 a.m. a Missouri driver was cited for 76 in a 65 on U.S. 36 at Mooresville.

October 23 at 12:50 p.m. a Missouri driver was cited for Failure to Register Motor Vehicle with DOR for having expired April 2023 license plates.

 

Additional Information:

Night of October 05 deputy attempted stopping a vehicle in Wheeling for minor equipment violation and the vehicle driver attempted to elude the deputy and was ultimately stopped at the young drivers home.  Parent was consulted about the juvenile driver and educated on the matter with no enforcement needed.

Night shift on October 03 deputy checked a fast motorcycle which quickly fled at speed of 130.  Deputy chose not to try to stop the vehicle due to the danger.

October 12 LCSO transported four male detainees from Caldwell County Detention Center to the Missouri Department of Corrections on court orders.

October 12 received report from Caldwell County Detention Center of male detainee being extremely violent, assaulting multiple detention staff and other issues.

October 12 a rural resident complained about a bicyclist traveling on Highway 139 and was mad because the caller's dog chased the bicyclist in the highway and his dog was sprayed with some type of mace.  Caller disclosed the bicyclist had previously only used water when the callers dog on prior incidents.  Sheriff Cox explained the bicyclist had every right to be on the roadway and to use measures to protect themselves, that Missouri law requires the animal owner to maintain control of his animals.   The caller was not happy and closed the phone call with an open-ended threat.  The sheriff notified the bicyclist, deputies and dispatch about the potential problem. 

LCSO has been short-handed with 3 vacancies, vacation time, court service and other issues in addition to our regular patrol, criminal and fugitive investigations and assisting citizens and agencies.

For the month of September LCSO used 1040 gallons of fuel while performing our duties.

October 13 LCSO extradited Timothy Joe Ashlock, 48, from the Stone County Sheriff on Livingston County arrest warrant for alleged Probation Violation on original felony drug possession.  Mr. Ashlock was transferred to the Caldwell County Detention Center in lieu of bond.

October 13 LCSO extradited Sean Wesley Dabney, 47, from the Pike County Sheriff on Livingston County arrest warrant for alleged Failure to Appear in Court on original C&I driving, Speeding, and Resisting Arrest by flight.  Mr. Dabney was transferred to the Caldwell County Detention Center in lieu of bond.

LCSO has dealt with multiple people suffering from mental health issues and have submitted CIT reports to also help assist those citizens.

October 16 LCSO extradited Shane Glasgow from Macon County Jail and transferred to Caldwell County Jail on Livingston County arrest warrant 23LV-CR00207-01 for alleged failure to appear in court on original driving while revoked. - bond $1000.00 cash only.

October 17 LCSO transported Jeneva Chenet and Rebecca Bakker to the Missouri Department of Corrections in Vandalia.  We have submitted cost reimbursement form to the State of Missouri in the amount of $378.04.

Lately the LCSO has responded to several calls for service of wrong way drivers on U.S. 36.  Another good reason to pay attention to the road.

October 23 LCSO transported Timothy Ashlock and Rodney Watkins to the Missouri Department of Corrections in St. Joseph.  We have submitted cost reimbursement to the State of Missouri in the amount of $196.21.

LCSO will be checking for compliance of the Halloween law requirement of registered sex offenders the evening of October 31.

Currently the LCSO has 36 people in custody.

LCSO has remained extremely busy on various criminal and fugitive investigations, assisting other agencies, transporting/extraditing detainees, serving court process, and other positive interactions.
