Incident Reports:

October 21 LCSO investigation a domestic disturbance in Wheeling. The parties were gone from the area upon arrival.

October 25 LCSO began investigation into computer theft and fraud where a rural resident fell for an email about a billing and call their "customer service number".  Our victim was conned into allowing the person on the phone access to their computer and logged into online banking.  The victim was swindled out of over $19,000 dollars.  More than likely this scam involved people overseas and that is where the money ended up without any possibility of identifying or capturing the criminals.

October 27 LCSO completed in-depth investigation of alleged harassment/false reporting by a citizen on attempt to obtain protection order on a CPD officer.  The order was not granted by the court as the petitioner did not appear at the hearing.  Various officer statement(s), police reports, camera footage and the application for protection order are included in the investigation file.

November 01 about 4:50 p.m. LCSO was dispatched to assist the Chillicothe PD on a felony fugitive being in Chillicothe and a pursuit was initiated by CPD.  This ended in the Ludlow area and the female allegedly ingested drug(s), including reported fentanyl which caused her to become non-responsive.  Officers began CPR and used multiple doses of NARCAN on the suspect and were finally able to get the person breathing.  Ambulance arrived and CPD guarded the female at HMC and took custody of evidence.  Female was soon air lifted to a Kansas City area hospital where she remains.  A male was taken into custody at the scene and later released by CPD.

November 08 LCSO completed an investigation into theft and forgery.  Victim discovered checks being passed on their account.  Investigation resulted in video from the bank which support the request for an arrest warrant for the adult female suspect whom we have been unable to locate.

November 11 LCSO began investigation near LIV 387 and LIV 326 of property damage and arson.  Unknown person(s) burnt down a new hunting stand that had been recently built.  Investigation continues.

LCSO is working on these and many other criminal/fugitive investigations.

 

Most Wanted Updates:

Arrested October 29:

Amber R. Walton, 45, on traffic stop by LCSO during fugitive investigation.  Ms. Walton has been wanted since July 2023 on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D felony Possession of Controlled Substance.  Bond set at $10,000 on case #23LV-CR00277.  Ms. Walton reportedly gave Sgt. Woelfle a false name during investigation.  Ms. Walton transferred to Caldwell County Detention Center in lieu of bond.

Arrested November 13 by Linn County Sheriff:

Joshua Steven Knouse, 35, wanted on Livingston County arrest warrant for alleged Probation Violation on original class E felony Failure to Appear-Felony.  Bond set at $20,000 on case #21LV-CR00549-01.  Warrant lists alleged probation violation(s) are Condition #1, LAWS, by being arrested and charged with Unlawful Possession of Drug Paraphernalia and Condition #7, WEAPONS, by being in possession of a machete and multiple knives.

 

Other Arrests:

October 25 at 1:28 p.m. LCSO arrested Esteban Acosta-Ospina, 30, Chillicothe on Livingston County arrest warrant for alleged class E felony Driving While Revoked/Suspended.  Subject posted the $1500 bond and was released with a court date.

October 25 at 7:19 p.m. LCSO deputy stopped a vehicle for failing to dim headlights on U.S. 36 and this resulted in the arrest of Lendard Robert Roach, 60, Kansas City, Kansas on a Caldwell County arrest warrant for alleged Fail to Display License Plates on Motor Vehicle.  Mr. Roach posted the $200 bond and was released with a new court date.

October 26 at noon, LCSO arrested Courtney Rachelle Gilgour, 42, Dawn, as she surrendered on Livingston County arrest warrant for alleged Failure to Appear in Court on original No Auto Insurance Proof citation.  Ms. Gilgour posted the $200 cash bond and was released with a new court date.

October 28 at 1:16 a.m. deputy stopped a vehicle near Walnut and Third Street and investigation resulted in arrest of Jackson Palmer Haney, 28, Chillicothe, for alleged Driving While Intoxicated and Signal Violation.  Mr. Haney was processed at the LEC and evidence being submitted to the MSHP Crime Lab for analysis.  Mr. Haney released on summons.

October 29 at 7:10 p.m. a traffic stop resulted in the arrest of Marquesha Lunya Carson, 25, Chicago, Illinois on a Macon County arrest warrant for alleged Failure to Appear in Court on original Excessive Speed citation.  Ms. Carson posted the $172.00 cash bond and was released with a new court date.

October 29 at 9:17 p.m. deputy stopped vehicle for improper turn and investigation resulted in arrest of Kyle Jacob Mace, 24, Chillicothe for alleged 2nd offense Operating Motor Vehicle Without a Valid License.  Mr. Mace was processed at the LEC and released on summons.

November 01 at 10:05 a.m. LCSO arrested Theresa Marie Lynn Reece, 26, Chillicothe at the Livingston County Courthouse at the direction of the court on commitment to jail for conviction of Making a False Report.  Subject was incarcerated in the Harrison County Jail.

November 03 at 11:00 a.m. LCSO arrested Bryan Michael Flemming, 38, Chillicothe on Livingston County arrest warrant #22LV-CR00327 for alleged Failure to Appear in Court on original 2 counts class A misdemeanor Non-Support.  Mr. Flemming was processed and released on $1,000 bond.

November 03 at 2:03 p.m. LCSO arrested Tyler James Ray Sheeler, 30, Chillicothe, on Livingston County arrest warrant 23LV-CR00251-01 for alleged Violation of Bond Conditions on original class D felony Possession of Controlled Substance.  Mr. Sheeler was transported to the Caldwell County Detention Center in lieu of $20,000 bond.

November 03 at 2:09 p.m. deputy stopped a vehicle for no license plates and investigation resulted in the arrest of Kelsey Sky Singer, 23, for alleged Driving While Revoked, No Auto Insurance, and Fail to Register Motor Vehicle.  Subject was processed at the LEC and released on summons.

November 03 at 3:50 p.m. LCSO stopped a vehicle in Chillicothe for an equipment violation and being aware the driver was revoked/suspended in Missouri.  This led to the arrest of Trent R. Edwards43, Chillicothe for the alleged Driving While Revoked/Suspended.  Mr. Edwards was processed at the LEC and released on summons.

November 04 at 5:05 p.m. LCSO arrested James Adams, 39, Hale, when he surrendered at the Law Enforcement Center on Livingston County arrest warrant 23LV-CR00501 for alleged two counts class D felony DWI-Serious Physical Injury.  Mr. Adams posted the $7,500 cash bond and was released with a court date.

November 08 at 3:35 p.m. LCSO arrested Jessica Anny Pomeroy, 30, Chillicothe, on Livingston County arrest warrant 23LV-CR00470 for alleged Failure to Obey a Judge's Order on original 2 counts class D felony Endangering the Welfare of a Child Creating Substantial Risk-1st degree-1st Offense-No Sexual Contact.  Ms. Pomeroy was transferred to Daviess Dekalb Regional Jail in lieu of bond.

November 09 at 9:34 a.m. LCSO arrested Kennadie Nicole Stottlemyre, 25, Chillicothe, on Livingston County arrest warrant 23LV-CR00446 for alleged Failure to Appear in Court on original class D misdemeanor Driving While Revoked/Suspended-1st offense.  Bond was set at $250.00.

November 09 at 11:27 a.m. LCSO arrested Nathaniel Arron Lewellen, 43, Chillicothe, on Livingston County arrest warrant 23LV-CR00321-01 for alleged Violation of Bond Condition on original class E felony Resisting/Interfering with Arrest for a Felony and class E felony Operating Motor Vehicle on Highway Without a Valid License-3rd offense.  Mr. Lewellen was processed and transferred to the Caldwell County Detention Center.

November 09 at 3:43 p.m. LCSO arrested David Carl Leffler, 48, Chillicothe, on Chillicothe Municipal arrest warrant #200729899 for alleged Failure to Appear in Court on original ordinance violation of Expired Plates.  Mr. Leffler was processed and posted the $97 bond and was released with a new court date.

November 09 at 4:17 p.m. LCSO arrested Katelan Marie Chase, 30, Chillicothe, on Livingston County arrest warrant 22LV-CR00621-01 for alleged class D felony Stealing-$750 or More.  Ms. Chase was processed and released on bond.

November 09 at 5:28 p.m. LCSO arrested Darren Christopher Korona, 35, Chillicothe, on Livingston County arrest warrant 23LV-CR00363 for alleged Failure to Appear in Court on original class D misdemeanor Operating Motorcycle without a Valid License.  Mr. Korona posted the $150 bond and was released with a new court date.

November 13 at 8:35 a.m. Nicki Dawn Howe, 39, Chillicothe, surrendered to the LCSO on Livingston County arrest warrant 23LV-CR00294 for alleged Failure to Appear in Court on original class D misdemeanor Driving While Revoked/Suspended-1st offense.  Ms. Howe posted the $250 bond and was released with a new court date.

October 24 at 2:10 p.m. a Missouri driver was cited for 90 in a 65 on U.S. 36 near Mitchell Road.

October 29 at 4:45 p.m. a Missouri driver was cited for failure to register motor vehicle.

October 29 at 8:50 p.m. a Florida driver was cited for 84 in a 65 on U.S. 36 at Utica Junction.

October 29 at 10:25 p.m. an Illinois driver was cited for 89 in a 65 on U.S. 36 at Utica Junction.

October 30 at 10:48 a.m. a Missouri driver was cited for 85 in a 65 on U.S. 36 near Mooresville.

October 30 at 11:08 a.m. a Kansas driver was cited for 86 in a 65 on U.S. 36 at Mooresville.

October 30 at 11:45 a.m. a California driver was cited for 85 in a 65 on U.S. 36 at LIV 249.

November 01 at 12:25 a.m. a Missouri driver was cited for no auto insurance on a stop at U.S. 36 and Mitchell Road.

November 03 at 6:20 a.m. a Nebraska driver was cited for 90 in a 65 on U.S. 36 west of U.S. 65.

November 03 a deputy issued a Chillicothe driver a speeding citation for 36 in a 25 on Washington at Jackson Streets.

November 06 at 9:30 p.m. a Missouri driver was cited for 77 in a 60 on U.S. 65.

November 07 at 8:05 a.m. a Wheeling driver was cited for Failing to Register Motor Vehicle with DOR for expired August license plates.

November 11 at 7:05 p.m. a Nebraska driver was cited for 85 in a 65 on U.S. 36 at Utica.

 

Additional Information:

LCSO has responded to multiple calls to "check the well-being" of persons in the county for various reasons lately.  One of which was unusual as the caller was concerned the person we were to check on had been killed by a lover.  Investigation determined the person had moved to another address and the individual had been seeing two people who had recently learned about their involvement with the same person.

LCSO has been busy with various on-going criminal and fugitive investigations, sharing information with other agencies, assisting other agencies, court process, calls for service, patrol, and prisoner transports.

Various traffic safety complaints have been investigated by LCSO with some being wrong way drivers on U.S. 36, a semi reported to possibly have an intoxicated driver was found to actually be sober but just very tired so the driver agreed to go out of service to sleep and be safe and many other issues.

Several with LCSO have recently completed firearms qualifications and Taser recertification.

October 19 registered sex offender Harold Larry Hamrick reported moving from 107 Crescent Drive in Chillicothe to an address in the State of Virginia.  Registration updated.

October 27 registered sex offender Jonathan James Coon reported moving from 101 N. 5th Street in Wheeling to an address in Linn County, Missouri.  Registration updated.

October 30 LCSO registered a new child sex offender residing in Livingston County.  You may check out this information on our website at www.livcoso.org under "Registered Offenders" and click on the name "Paul Lee Howe".

Recently Chief Deputy Michael Claypole was working bailiff duty in the Livingston County Courthouse when a Chillicothe Police Officer was testifying about facts on a drug case.  A female apparently associated with the defendant did not like to hear the officer's testimony and flew the middle finger at the officer in open court.  Chief Deputy Claypole witnessed this and quickly removed the female from the building.  The judge did not see what the woman did but if he had he most likely would have held the woman in contempt of court.

Recently a man appeared before Presiding Circuit Judge Ryan Horsman on a contempt appearance.  The man had completed his juror questionnaire for the Circuit Clerk and upon doing so had some rather harsh and profane responses to the courts questions.  The judge had a frank discussion with the man and at the end of the hearing he was fined $500 for the contempt and is fortunate not to have had a new address for a few days.

November 08 LCSO had 9 detainees in custody appear in person for Associate Court Criminal Law Day.

November 09 LCSO had 17 detainees in custody appear in person for Circuit Court Criminal Law Day, 2 detainees were released by the court and 2 were added to custody during the day.

LCSO has 40 people in custody as of morning November 14.

LCSO has remained busy on various assignments, court process, and assisting motorists and other agencies.
