Incident Reports:

November 20 LCSO began investigation on burglary-2nd degree from private property in the 9000 block of Highway 190.  Investigation has resulted in evidence and information to seek arrest warrant on adult male who had fled the Chillicothe Police on or about that date.  Person is currently in custody on other charge(s).  Report being submitted to the prosecuting attorney.

November 30 Deputy Sheriff/School Resource Officer Mike Lewis cleared a theft investigation at Chillicothe High School where $100 was taken from a student in a crime on or about October 25, 2023 and $70 dollars which was stolen from a teacher's purse as well.  Information submitted to juvenile office.

December 01 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office on a reported incident which allegedly took place on or about November 30 on a Chillicothe School Bus.  A juvenile student was reportedly making unwanted sexual comments to another student and when that person basically told them to quit a male student displayed an open pocket knife with the blade in close proximity to the victim.  This scared the victim even though there was belief the person with the pocket knife was doing so in a joking manner.  School Officials, Parent(s), and Juvenile Office are aware of the situation and taking appropriate action.

December 02 at 10:50 a.m. deputy dispatched to northwest part of Livingston County for an adult who claimed to be seeing and hearing people who were not there.  Individual was referred to mental health services and was not a danger to themselves or others.

December 03 at 11:15 a.m. a fraud/scam report was taken by the LCSO as an elderly female was scammed out of $5,000 after falling for a social security SCAM.  This scam originated outside the USA and there is extremely little chance the victim will ever see her money again.  Please be vigilant and talk with your family, friends, and neighbors about all these types of SCAMS.   Notification made to Division of Aging.

December 03 at 6:32 p.m. LCSO deputy checked a vehicle traveling 85 in a 65 on U.S. 36 west of Chillicothe.  Subsequent stop the deputy noticed a strong odor of marijuana coming from within the vehicle and the juvenile driver admitting to having recently smoked marijuana. Based on evidence and field sobriety tests the juvenile driver was detained, evidence seized and taken to the Law Enforcement Center where a parent/guardian was summoned.  Driver was cited for the speeding and DWI-Drugs and released to proper adult after Chillicothe Department of Emergency Services drew a blood sample for the Highway Patrol Lab to examine.

December 04 about 2:55 a.m. LCSO conducted a death investigation in Ludlow.  A senior citizen passed away in his home.  Preliminary investigation suggests the passing was due to natural causes.  LCSO was assisted by Chillicothe Department of Emergency Services and the Livingston County Deputy Coroner.  Our thoughts and prayers remain with the family and friends.

December 06 around 12:26 p.m. LCSO responded to assist the Linn County Sheriff as they were in pursuit of a westbound vehicle in excess of 100 mph on U.S. 36.  Many 911 calls went into dispatch reporting this vehicle driving very dangerous and literally all over the road and at one point the vehicle was reportedly driving the wrong direction on U.S. 36 head-on into traffic.  Chillicothe Police picked up the attempt to stop the car and LCSO staff joined in.  A CPD officer was able to see the driver well enough it appeared she was unconscious and the vehicle had slowed to about 25 mph.  Law Enforcement was able to deploy spikes and stop the vehicle.  It was determined the 61 year old female was having medical emergency and was subsequently air lifted to a hospital for emergency care.  It was obvious the suspect vehicle had probably struck bridge or guard rail(s) but we are very thankful no other person was known to be injured. Great job by all the officers/agencies involved and our thoughts remain with the driver for a speedy recovery. 

 

Most Wanted Updates:

Added December 07:

Jonathan Garcia, 31, Kansas City, wanted on Livingston County arrest warrant #23LV-CR00411 for alleged Failure to Appear in Court on original class B felony Trafficking Drugs-2nd degree, bond set at $25,000 on case #23LV-CR00411.  LCSO Jail Management records shows Mr. Garcia arrested/incarcerated initially on September 07 and released on ROR bond September 13, 2023.

Jeramiah Calen Dewayne Brittain, 25, Gallatin, wanted on Livingston County arrest warrant #23LV-CR00375-01 for alleged class E felony of Resisting/Interfering with Arrest for A Felony, Warrant for Arrest for Absconding While on Furlough.  Bond denied by the court.

Amanda Lee Burns, 41, Brookfield, wanted on Livingston County arrest warrant #21LV-CR00437-01 for Alleged class E felony Driving While Revoked/Suspended, Warrant for Arrest for Absconding While on Furlough.  Bond denied by the Court.  LCSO Jail Management records shows Ms. Burns was incarcerated on this case number April 06-08-2022 and released on probation.  Was incarcerated for alleged probation violation on this case August 07-October 01, 2023 and warrant issued as she reportedly walked away from treatment while on furlough.

David Edward Buesing, 35, Raytown, wanted on Livingston County arrest warrant #22LV-CR00037-01 for Alleged Failure to Appear in Court on original class E felony, Non-Support, Total Arrears in Excess of 12 Monthly Payments Due Under Order of Support on Livingston County arrest warrant #22LV-CR00037-01 with bond placed at $15,000 by the court.  LCSO Jail Management records show Mr. Buesing was initially arrested and incarcerated on this warrant June 23-30, 2022 and released on ROR bond.   Arrested/incarcerated October 10 -December 22, 2022 for alleged Probation Violation on this case and released with probation continued.  Arrested/Incarcerated May 07-12, 2023 for alleged Probation Violation and released on ROR bond.  We are again looking for Mr. Buesing.

Nola Chanese Glasgow, 36, unknown address, for Alleged Failure to Appear in Court on Livingston County arrest warrant #23LV-CR00405 for original class D felony Possession of Controlled Substance.  Bond set at $5,000 by the court.

 

Other Arrests:

November 28 about 3:46 p.m. LCSO arrested Rhonda Christine Maples, 50, Chillicothe, on Livingston County arrest warrant 23LV-CR00378 for alleged Failure to Obey a Judge's Order on original class D felony Possession of Controlled Substance.  Bond set at $5,000 and Ms. Maples transported to Caldwell County Detention Center in lieu of bond.

November 28 a stop for 93 in a 65 on U.S. 36 resulted in the arrest of Murad Abu-Zareefieh, 29, Kansas City.  Mr. Abu-Zareefieh was processed at the LEC and released on summons after posting $250 bond.

November 28 LCSO arrested Anthony Michael Roberts, 47, Kansas City, on Livingston County arrest warrant 23LV-CR00143-01 for alleged Failure to Appear in Court on original class E felony Driving While Revoked/Suspended.  Mr. Roberts had surrendered himself on the warrant and was incarcerated at the Caldwell County Detention Center in lieu of bond.

November 29 at 8:20 a.m. LCSO arrested Skylar Austin Loucks, 23, Chillicothe, on Livingston County arrest warrant 23LV-CR00500 for alleged class A misdemeanor Driving While Revoked/suspended and DWI-prior offender.  Mr. Loucks was processed and released on bond with a new court date.

November 30 LCSO arrested Collin Thomas Roberts, 28, Chillicothe, on Chillicothe Municipal arrest warrant for alleged Failure to Appear in Court on original ordinance violation of Failing to Register Motor Vehicle.  Mr. Roberts posted the $87 dollar bond and was given a new court date.

December 01 LCSO arrested Alexis Cheyenne Knouse, 27, Wheeling, on Livingston County arrest warrant 23LV-CR00307 for alleged Failure to Appear in Court on original class B misdemeanor Property Damage-2nd degree.  Ms. Knouse posted the $500 bond and was released with a new court date.

December 03 about 1:55 a.m. Deputy stopped a vehicle they checked speeding on Washington Street and this resulted in the arrest of Jacob Maatu Wangawi Vainuku, 24, Brookfield, for alleged Driving Without a Valid Driver's License.  Mr. Vainuku was processed at the LEC and released on a summons.

December 06 LCSO arrested Gage Logan Manley, 25, on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on original felony Possession of Controlled Substance.  Mr. Manley was transported to the Caldwell County Detention Center in lieu of bond.

November 22 at 9:30 p.m. a California driver was cited for 90 in a 65 on U.S. 36 at LIV 259.

November 23 at 1:31 a.m. a Kansas driver was cited for 54 in a 35 on Highway 190.

November 28 at 7:13 p.m. a Missouri driver was cited for 93 in a 65 on U.S. 36 at LIV 259.

December 01 at 7:40 p.m. two Missouri drivers were cited for 61 in a 35 on Washington Street at Ryan Lane.

December 02 at 9:20 p.m. a Missouri driver was cited for Careless and Imprudent Driving on Mitchell Road and 36.

December 03 at 1:58 a.m. a Vermont driver was cited for No Valid Driver's License on Washington Street and Jackson Street.

December 03 at 6:12 p.m. a Missouri driver was cited for 89 in a 65 on U.S. 36 at Mooresville.

 

Additional Information:

December 05 LCSO transport officer witnessed a traffic accident in Macon County where a vehicle drove off the roadway into a creek or river.  LCSO staff called 911 and checked on the driver and remained on scene until first responders arrived.

December 05 LCSO transported Felicia Martin to the Missouri Department of Corrections in Vandalia on a writ.  We have billed the State of Missouri for $477.05 in expenses.

LCSO has remained busy with criminal and fugitive investigations, assisting other agencies, court process, patrol, building and private property checks and more.

December 07 LCSO had 20 detainees appear in Livingston County Circuit Court before Presiding Circuit Judge Ryan Horsman.

LCSO currently has 41 detainees in custody.
