Incident Reports:

December 06 at 9:58 a.m. LCSO handled a domestic disturbance call near Cowgill and Frederick Streets in Chillicothe.  Matter was investigated and no arrest was made due to lack of probable cause.

December 10 LCSO responded to a reported Domestic Disturbance in Utica.  Investigation showed two male relatives had verbal argument but no evidence of criminal activity.

December 10 LCSO responded to Wheeling on a reported person trespassing on private property.  The individual was contacted and trespassed from the property without incident.

December 12 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with our office regarding a theft of $180 dollars from a student at Chillicothe High School.  Investigation identified a juvenile suspect who has since admitted to the stealing.  Juvenile office, parent(s), and school administration have been notified and report submitted.

December 13 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with our office regarding an assault between two juveniles at Chillicothe High School.  School administration broke up the altercation.  Parents, school administration and juvenile office have been notified and report submitted.

December 15 LCSO investigated a property damage/hit and run report on U.S. 36 near Route D.  Victim had left his 2007 Ford Taurus parked on the shoulder and upon returning to get the vehicle found the driver's side had extensive damage.  Striking vehicle had left the scene.

December 18 a resident on LIV 520 filed a report of trespassing in the 7,000 block.  Victim claimed to have leased the property to one person but a different vehicle was recently on the property and left ruts.

December 19 LCSO has completed a drug investigation where drug distribution equipment with a small amount of methamphetamine had been seized and is forwarding report to the prosecuting attorney for consideration of charge(s).

Added December 07:

Robert Eugene Jones, 30, Iowa, wanted on Livingston County arrest warrant #19LV-CR00670-01 for Alleged Probation Violation on original class E felony Failure to Register as a Sex Offender-2nd offense.  Warrant lists alleged violations of probation include #2, TRAVEL, by traveling to the State of Texas without permission.  #3, RESIDENCE, by failing to notify supervising officer of change of residence.  11.7, SPECIAL CONDITIONS, by failing to register vehicle and change of residence with the Iowa Sex Offender Registry.  Bond set at $20,000 by the Court.  LCSO Jail Management Records shows Mr. Jones was incarcerated on this case December 12-29, 2020 for sentenced jail time and placed on probation.  

Added December 15:

William Russell Helm Jr., 47, wanted on Livingston County arrest warrant #23LV-CR00431 for Alleged Failure to Obey a Judge's Order on original felony Failure to Register as a Sex offender.  Bond set at $10,000.  Warrant lists alleged violations as "Using Controlled Substance-Methamphetamine and Failure to Remain in Lobby of Supervision Services as Directed."

Nicholas Allen Duckworth, 31, Kansas City, wanted on Livingston County arrest warrant #23LV-CR00509 for alleged Failure to Appear in Court on 2 counts class A misdemeanor Non-Support.  Bond set at $1,000 cash.

 

Other Arrests:

December 07 LCSO arrested Gage Logan Manley, 25, on Livingston County arrest warrant #22LV-CR00384-01 for alleged Probation Violation on original class C felony Delivery of Controlled Substance.  Mr. Manley was transferred to Caldwell County Detention Center in lieu of bond.

December 07 at 9:07 a.m. LCSO arrested Katie Jill VanHorn, 43, Chillicothe, on Livingston County arrest warrant #23LV-CR00357-01 for alleged Violation of Bond Conditions on original class D felony Stealing Motor Vehicle.   LCSO transported Ms. VanHorn to the Caldwell County Detention Center in lieu of bond.

December 07 at 2:43 p.m. LCSO arrested Bobby Dean Ruengert, 53, on Livingston County arrest warrant #23LV-Cr00124-01 for alleged Violation of Bond Conditions on original class E felony Driving While Revoked/Suspended.  Mr. Ruengert was transported to the Caldwell County Detention Center in lieu of bond.

December 07 about 11:21 p.m. LCSO extradited Matthew William Corzette, 54, Hale, on Livingston County arrest warrant #18LV-CR00023 for alleged class A misdemeanor Tampering with Utility Meter.  Mr. Corzette was transported to the Caldwell County Detention Center in lieu of $350 bond.

December 10 LCSO arrested Montgomery Aaron Shields, 43, Utica on Carrollton Municipal arrest warrant for alleged Failure to Appear in Court on ordinance violation of Disorderly Conduct.  Mr. Shields was processed and released on bond.

December 11 about 8:37 a.m. LCSO arrested Kelsey Sky Singer, 23, Chillicothe when she surrendered on Livingston County arrest warrant #22LV-CR00233 for alleged Failure to Appear on original class B misdemeanor DWI.  Ms. Singer was processed and released on bond.

December 14 about 8:10 a.m. LCSO arrested Kaliah Nicole Wilson, 18, on Grundy County arrest warrant for alleged Failure to Appear in Court on class D misdemeanor Possession of Intoxicants-1st offense.  Ms. Wilson was transferred to Grundy County Sheriff for processing.

December 14 LCSO arrested Tiffany Rochelle Limback, 30, Chula, on Livingston County arrest warrant #23LV-CR00561 for alleged class D felony Tampering with Motor Vehicle-1st degree.  Ms. Limback was processed and released on bond.

December 16 at 11:49 a.m. LCSO deputy stopped a vehicle for violations and subsequently arrested Seth Abrahms, 46, no address, for No Valid Driver License.  Mr. Abrahms was processed at the LEC on the summons.  Subject had no identification or claimed any place of living.

 

Citations:

December 08 at 12:06 p.m. a Michigan driver was cited for 89 in a 65 on U.S. 36 at Wheeling junction.

December 09 at 2:00 p.m. an Illinois driver was cited for 84 in a 65 on U.S. 36 near LIV 261.

December 15 at 1:38 p.m. a Missouri driver was cited for 88 in a 65 on U.S. 36 near Mitchell Road.

December 15 at 3:45 p.m. an Illinois driver was cited for 81 in a 65 on U.S. 36 at LIV 259.

 

Additional Information:

December 11 LCSO transported a detainee to a doctor appointment in Cameron and returned the person to custody.

December 12 LCSO transported a detainee to a doctor appointment in Cameron and returned the person to custody.

December 13 LCSO transported Steven Craig Evans and Tyler Sheeler to the Missouri Department of Corrections in St. Joseph and have billed the State of Missouri for $196.21 in costs.  Mr. Sheeler received 5 years DOC-120 day program and Mr. Evans received 4 years DOC.

December 13 LCSO extradited James McCoy from the Saline County Sheriff on Livingston County arrest warrant for criminal non-support and delivered him to the Caldwell County Detention Center.

December 14 LCSO transported Katie VanHorn from the Caldwell County Detention Center to Livingston County Court for a bond hearing and returned her to custody.

December 20 LCSO transported 14 detainees to/from Associate Court and the detention facility they are being held at.

Currently we have 42 people in custody.

We will be out in force over the Christmas holiday weekend and have our eyes open for people doing bad things or putting others in danger from bad decisions. Please be safe.
