Reports, Arrests and Citations

Incident Reports:

August 17th, deputies responded to an address in the 13000 block of LIV 232 to investigate reports of neglected animals.  Deputies reported the animals looked to be in good health at the time.

August 18th, LCSO responded to a residence in the 1500 block of Fair Street in Chillicothe in reference to a possible disturbance.  Deputies made contact with both parties who advised they had been involved in a dispute with each other.  Parties were separated and a report was completed to be kept on file.

August 19th, LCSO responded to the 1500 block of LIV 2388 in reference to an individual that was not breathing.  The person appeared to have passed some time prior to officer's arrival and the Coroner's Office was contacted.  Our thoughts are with the family and friends of the deceased.

August 21st, deputies took a report of a missing dog from the 19000 block of LIV 351.  Information was gathered and the investigation is closed at this time pending further leads.

August 21st, deputies responded to McDonald's to assist the Chillicothe Police Department with a call of harassment and trespassing.  One male individual did not comply with verbal commands and was physically taken into custody with LCSO assistance.

August 22nd, deputies took a report of theft from the 17000 block of LIV 230.  Several tools are alleged to have been stolen and the investigation is ongoing.

August 26th, LCSO responded to an address in the 7000 block of Liberty Street in Dawn in reference to a stolen side-by-side.  Investigation was completed and report forwarded to the proper court office.

August 27th, LCSO took a report of illegal dumping in the 400 block of 4th Street in Ludlow.  Incident to be kept on file in case of future instances.

August 25th, LCSO assisted Missouri State Highway Patrol with a warrant arrest off of a traffic stop.  Individual had a Jefferson County arrest warrant and was released after processing and posting necessary bond.

Arrests:

August 14th, Kyle Ramsey, 38, Kansas City, was arrested on a Livingston County arrest warrant for case #24LV-CR00373 at the L.C.S.O.  Ramsey turned himself in and was subsequently released on an O.R. bond for a charge of driving while intoxicated persistent offender.

August 16th, Andrew Thorpe, 46, Indiana, was arrested for traveling 91 MPH in a 65 MPH zone on U.S. Highway 36 near the Livingston/Linn County Line.  Thorpe posted $250 cash bond and was released on summons.

August 16th, Jonathan Wallace, 37, Kansas City, was arrested for traveling 92 MPH in a 65 MPH zone on U.S. 36 near LIV 261.  Wallace posted $250 cash bond and was released on summons.

August 20th, LCSO responded to the area of Eastbound U.S. 36 at U.S. 65 in reference to a report of an individual brandishing a handgun to a fellow motorist.  Gage Clampitt, 22, Chillicothe, was subsequently arrested for unlawful use of a weapon and transported to Caldwell County Detention Center.  An arrest warrant has since been issued on Clampitt with a bond of $5,000 cash only (case # 24LV-CR00415).

Citations:

August 15th, Kyle Meadows, 21, Warsaw, was issued a citation for traveling 70 MPH in a 45 MPH zone on U.S. Highway 65 near Park Lane.

August 16th, Alayna Abernathy, 17, Lathrop, was issued a citation for traveling 89 MPH in a 65 MPH zone on U.S. 36 near State Highway D.

August 16th, Anna Cavanagh, 20, Illinois, was issued a citation for traveling 90 MPH in a 65 MPH zone on U.S. 36 near State Highway C.

August 16th, Charles Paquet, 29, Illinois, was issued a citation for traveling 87 MPH in a 65 MPH zone on U.S. 36 at the Grand River Bridge.

August 16th, Thomas Menold, 75, Illinois, was issued a citation for traveling 80 MPH in a 65 MPH zone on U.S. 36 near LIV 408.

August 17th, Brittanie Miller, 27, Illinois, was issued a citation for traveling 86 MPH in a 65 MPH zone on U.S. 36 near the Livingston/Linn County Line.

August 18th, Jonathan Richard, 46, Kansas City, was issued a citation for traveling 86 MPH in a 65 MPH zone on U.S. 36 near LIV 259.

August 21st, Francis Valadez, 51, Illinois, was issued a citation for traveling 86 MPH in a 65 MPH zone.

August 23rd, Jason Plumb, 44, Illinois, was issued a citation for traveling 90 MPH in a 65 MPH zone on U.S. Highway 36 at Mitchell Avenue.

August 24th, Audrey Watkins, 44, Kansas City, was issued a citation for traveling 86 MPH in a 65 MPH zone on U.S. 36 near LIV 259.

August 24th, Corey Bowne, 39, Chillicothe, was issued a citation for passing in a no passing zone on U.S. 65 near LIV 224.

August 24th, Kenneth Schneiter, 68, Excelsior Springs, was issued a citation for failing to register a motor vehicle annually with the Department of Revenue.

Note:  All people are innocent unless and until proven guilty in a Court of Law.  An arrest, arrest warrant and/or incarceration is merely an allegation and nothing more.
