Reports, Arrests and Citations
Incident Reports:
August 29th, deputies took a report of alleged elder abuse stemming from an incident in July, 2024. Contact was made with the reported victim and was found to be OK. Necessary hotline call was completed along with a supplemental report in an attempt to provide additional resources.
August 30th, LCSO responded to the area of LIV 256 near the Grand River in reference to an individual in crisis. Contact was made and the person was referred to North Central Missouri Mental Health for services.
August 30th, LCSO responded to the area of Chicago and 2nd Streets in Ludlow in reference to an individual intentionally attempting to harm an animal by swerving towards the animal in a vehicle. As a result, Rhett Byler, 24, Ludlow, was issued a citation for careless and imprudent driving.
August 31st, LCSO responded to Avalon for a report of an individual knocking on doors and asking for help in the early morning hours. Individual was located and was taken by ambulance to Hedrick Medical Center for treatment.
September 1st, deputy took a report of a dog bite in the 21000 block of LIV 359. Incident was properly documented and forwarded to the Livingston County Health Department.
September 3rd, LCSO responded to the Utica Fire Department in reference to an individual calling 911 and making suicidal remarks. The person was found to be in crisis and voluntarily went to Hedrick Medical Center by C.D.E.S. ambulance. A C.I.T. report was also completed to provide the person with additional mental health resources.
September 3rd, LCSO completed an investigation into alleged violation of a protection order and tampering with a victim. Incident report completed and forwarded to Prosecuting Attorney's Office for consideration of formal charges.
September 6th, LCSO responded to the area of Fellows Street at Division Street in Utica, reference suspicious activity involving a male and female knocking on doors asking for assistance and money. The two were located and were taken to Hedrick Medical Center by ambulance as the male was complaining of a broken ankle. Further investigation showed the two individuals identified as Jennifer Jay, 35, Racine and Mitchell York, 43, Noel, were camping on private property within Utica without permission in a tent. The tent was removed from the property and both Jay and York were verbally trespassed.
September 6th, deputies investigated an alleged theft from the 700 block of Depot Road in Mooresville. Fortunately, the stolen items were returned and no further action is taking place at this time.
September 6th, LCSO took a report of identity theft involving a title company and property sales. The listed victim reportedly had his private information including his and his wife's date of birth and social security numbers. Report completed to be kept on file at the victim's request.
Arrests:
August 27th, Brennan Pryor, 18, Chillicothe, was arrested on a Livingston County arrest warrant for Case #23LV-CR00510-01 with an original charge of Assault 3rd Degree. Pryor had turned himself in at the L.C.S.O. and was released after posting $5,000 cash bond. Pryor was issued a new court date.
August 27th, Carl Ash, 52, Laredo, was arrested for traveling 89 MPH in a 60 MPH zone on U.S. Highway 65 near LIV 208. Ash posted $250 cash bond and was released on a summons.
August 28th, Keaton Eddins, 26, Hale, was arrested on a Livingston County arrest warrant for Case #24LV-CR00316 with an original charge of Assault 3rd Degree. Eddins had turned himself in and was transported to Caldwell County Detention Center in lieu of $10,000 cash bond.
August 28th, Callie Pfanner, 34, Monroe City, was arrested for traveling 91 MPH in a 65 MPH zone on U.S. Highway 36 near LIV 259. Pfanner posted $250 cash bond and was released on a summons.
August 31st, Scotty Ireland, 54, Chillicothe, was arrested on a Grundy County, Missouri arrest warrant in the 1500 block of Clay Street in Chillicothe. Ireland was transported to the Livingston/Grundy County line where he was transferred to Grundy County authorities.
September 4th, Emily Dana, 27, Mooresville, was arrested in Associate Court on a Livingston County arrest warrant on case #24LV-CR00374 for Burglary 2nd Degree. Dana was unable to post $15,000 cash bond and was transported to Caldwell County Detention Center.
September 5th, Skylar Loucks, 24, Chillicothe, was arrested in Circuit Court on a Livingston County Arrest warrant on case #24LV-CR00013-01. Loucks was transported to Caldwell County Detention Center in lieu of $5,000 cash bond.
September 8th, Nathan Duckworth, 46, Kansas City, was arrested for traveling 91 MPH in a 65 MPH zone on U.S. 36 near LIV 408. Duckworth posted $250 cash bond and was released on a summons.
Citations:
August 26th, Lee Mohler, 33, Kansas, was issued a citation for traveling 78 MPH in a 55 MPH zone on Missouri Highway 190 West of State Highway Y.
August 30th, Meredith Hernandez, 49, Illinois, was issued a citation for traveling 88 MPH in a 65 MPH zone on U.S. Highway 36 near the Grand River.
September 3rd, Christine Boren, 67, La Plata, was issued a citation for traveling 80 MPH in a 60 MPH zone on U.S. 65 near LIV 210.
September 3rd, Brandon McQueen, 18, Conception Junction, was issued a citation for traveling 88 MPH in a 65 MPH zone on U.S. 36 near LIV 261.
