Incident Reports:

October 21st, LCSO responded to the 400 block of 4th Street in Ludlow reference a domestic disturbance. Involved parties were counseled and informed of the domestic-12-hour rule. An incident report was completed to be kept on file.

October 24th, deputies responded to U.S. Highway 36 Westbound near U.S. Highway 65 in reference to a report of a semi-truck driver exhibiting a handgun towards another motorist. Deputies were able to locate the suspect and arrest him without further incident. Kody Comstock, 28, of Kansas was processed for unlawful use of a weapon and transported to Caldwell County Detention Center pending formal charges.

October 25th, LCSO responded to the 10000 block of LIV 261 in reference to an individual in crisis. Contact was made and a report was completed in an effort to provide the person with additional resources.

October 28th, LCSO responded to the 600 block of Market Street in Utica reference to a disturbance. Upon LCSO arrival, it was determined there was an online sexual predator group confronting an individual on alleged involvement in child pornography. Subsequent investigation would result in the arrest of Robert Burns, 40, Utica, for possession of child pornography. Burns was later transported to Caldwell County Detention Center pending formal charges.

Arrests:

October 25th, Emily Reyes-Policarpio, 35, Chillicothe, turned herself in to the LCSO on an active arrest warrant reference case #24LV-CR00523. Reyes-Policarpio was unable to post $10,000 cash bond and was transported to Caldwell County Detention Center.

October 25th, Terry Breer, 60, Chillicothe, was arrested for driving while intoxicated in the area of U.S. Business 36 and International Road in Chillicothe. Breer was processed and released on summons.

October 26th, Daryll Willis, 29, Ohio, was arrested for violating an active protection order in the area of U.S. 36 and U.S. 65. Willis was transported to CCDC on a 24-hour hold pending formal charges. Willis was also cited for traveling 85 MPH in a 65 MPH zone.

October 30th, David Lavalle, 54, Maine, was arrested for traveling 100 MPH in a 65 MPH zone on U.S. 36 near LIV 255. Lavalle was processed and released on summons after posting $250 cash bond.

October 31st, Christian Elston, 28, Chillicothe, turned himself in to the LCSO on an active arrest warrant reference case #24LV-CR00473. Elston posted $250 cash bond and was released with a new court date.

November 4th, Melissa Ross, 52, Chillicothe, was arrested in the 100 block of Virgina Avenue in Chillicothe, on an active warrant on case #24LV-CR00544 for two counts of tampering with a witness in a felony prosecution. Ross was transported to Caldwell County Detention Center in lieu of $5,000 cash bond.

Citations:

October 26th, Benjamin Marlow, 23, Kansas, was issued a citation for traveling 85 MPH in a 65 MPH zone on U.S. Highway 36 at U.S. Highway 65.

November 1st, Matthew Klaver, 19, Kansas, was issued a citation for traveling 84 MPH in a 65 MPH zone on U.S. 36 at State Highway D.

November 1st, Randi Vianello, 43, Indiana, was issued a citation for traveling 81 MPH in a 65 MPH zone on U.S. 36 at LIV 425.

November 3rd, Steven Halstead, 29, Kansas, was issued a citation for traveling 85 MPH in a 65 MPH zone on U.S. Highway 36 near LIV 405.

November 3rd, Mark Portell, 54, Illinois, was issued a citation for traveling 86 MPH in a 65 MPH zone on U.S. 36 near State Highway D.

November 6th, Jessica Hart, 41, Chillicothe, was issued a citation for failing to register a motor vehicle at Turner Street and Third Street.

November 6th, Joseph Coones, 46, Sedalia, was issued a citation for failing to drive within right lane on U.S. Highway 36 near LIV 425.

November 7th, Lacy Burks, 17, Meadville, was issued a citation for traveling 89 MPH in a 65 MPH zone on U.S. 36 at State Highway B.
