Incidents:

 

January 18 began an investigation of littering on Liv 232. The person of interest was located and the trash has been properly removed. Additional action may be pending.

The LCSO has continued with a criminal investigation of harassment which also involved threats of violence and cyber stalking and postings. The LCSO has worked with authorities in Texas and on January 30, 2018 the suspect was arrested on an alleged criminal matter in the State of Texas. Investigation continues and potential charges may be pending.

January 25 the LCSO handled an incident where a deputy discovered an injured cow and notified the animal owner. Investigation shows a Chillicothe resident owns 2 dogs that got out around January 22 and had not seen them since. These 2 dogs are suspected of being responsible for attacking the cow. The dogs were recovered and will be returned to the owner.

January 28 the LCSO investigated a report of Domestic Assault at a location in Chula. An arrest was made in the case.

January 29 a stealing investigation began in Wheeling where unknown person(s) removed the vehicle license plate stickers from a parked vehicle. Investigation continues.

The LCSO completed 2 incident reports for 2 suspects who did not appear in Livingston County Associate Court. Additional charges are expected.

 

Arrests:

January 26 the LCSO arrested Joshua Michael McQuinn, 37, LaBelle, MO on a Livingston County arrest warrant for alleged Probation Violation on original class C felony conviction of Possession of Controlled Substance. Bond was initially denied by the court and Mr. LaBelle was transferred to Daviess Dekalb County Regional Jail.

January 26 the LCSO arrested Jessica Lynn Niffen, 31, St. Joseph on a Livingston County arrest warrant for alleged Probation Violation on original class C felony conviction of Burglary in 2nd degree. Bond was initially denied by the court and Ms. Niffen was transferred to DDCRJ.

January 28 the LCSO arrested Clinton Dean Lewis, 39, Chula, on a Livingston County domestic assault investigation. An arrest warrant was subsequently issued for alleged class E felony Domestic Assault-3rd degree, Mr. Lewis was served the warrant and transferred to DDCRJ in lieu of bond.

February 1 the LCSO arrested Christa D. Lycan, 27, Carrollton on a Livingston County arrest warrant for alleged Probation Violation on an original class B felony conviction for drug offense. Bond was initially denied by the court and Lycan was transferred to DDCRJ.

February 1 a deputy stopped a vehicle at the south end of Chillicothe for multiple traffic violations. The driver, Michael Wayne Fischer, 43, Cowgill was arrested on a Buckner PD Municipal arrest warrant. Mr. Fischer was taken to the LCSO where he posted bond and was released.

 

Citations:

January 26 two citations were issued to a Trenton driver for displaying plates of another person and failing to register motor vehicle.

January 27 a citation for failing to register a motor vehicle with the Department of Revenue for expired June 2017 license was issued to a Chillicothe driver.

January 31 a CHS student was issued a speeding citation for 52 in a 35 on LIV 239.

February 1 citations were issued for Driving While Revoked or Suspended, Expired Vehicle Registration, No Auto Insurance, and Failing to Signal.

 

Additional Information:

The LCSO and County Commission have worked with Daviess Dekalb County Regional Jail on the 2018 contract for housing detainees.

February 02 the LCSO was scheduled to handle bailiff and court security for a jury-trail. The actual trial ended up being cancelled after court opened but before any prospective jurors were questioned due to an unforeseen difficulty.

LCSO staff have remained very busy with criminal investigations, court, calls for service, administrative duties, and first of the year requirements, and policy additions or changes.

Currently the LCSO has 34 people in custody at the Daviess Dekalb County Regional Jail, 10 of these detainees are female.
